684 Davis Blvd.
5. Review, discuss and make recommendations on proposed amendments to
the City of Southlake Mobility Master Plan (Ordinance No. 1075-D), an
element of the Southlake Comprehensive Plan.
6. Adjournment.
MEETING
OVERVIEW:
On October 23, 2023 the Southlake Corridor Planning Committee held
their forty-fifth meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted, and the meeting time was advertised on the
City’s website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #3 DISCUSSION – Review, discuss and make recommendations for a
proposed car wash and a future retail building located at 101 N. Pearson Lane .

• Future Land Use Plan – Retail Commercial
• Current Zoning – C2
Questions for staff by the Committee:
Daniel Kubiak: Known intent for city land to be developed into a park?
Frances Scharli: Parks controls it, but not intended for a park.
Daniel Kubiak: No near-term plans to develop it?
Reagan Rothenberger: Need to be rezoned to an SP-1 district.

Gina Phalen: Southeast would come in from…
Applicant: Right in and right out on Southlake Blvd.
Gina Phalen: How many cars can stack?
Applicant: Car wash moves quick
Daniel Kubiak: Being responsive to resident feedback?
Applicant: Noise, lighting, and traffic. Low 50s for decibel level. Down lighting, LED.
Austin Reynolds: Talk through circulation of the site.
Applicant: I do not have the dimensions of the site circulation.
Randy Robbins: Wanted to be on the hard corner?
Applicant: Landowner preventing it.
Randy Robbins: Not a full-service car wash?
Applicant: No, its express wash.
Randy Robbins: We typically frown upon non-full-service
Applicant: This product is something the city does not have yet.
Kathy Talley: I remember the colors being striking, so thank you for taking that
feedback and changing it up.
Daniel Kubiak: Hearing mostly glass half full?

Amy Torres-Lepp: I am glass half full. I do prefer a full-service car wash. When you
come forward for Council, we will ask about traffic, stacking, and decibels for noise.
Frances Scharli: Access - are you sharing it with the development on the east side?
Applicant: Yes, we are sharing.
Kathy Talley: This product is quite popular. I appreciate that you took our feedback.
Dennis Killough: Current car washes are only permitted by SUP - these state the
building and tandem lanes be positioned 45 degrees. To allow room for tandem
stacking and avoid having vehicles coming perpendicular to the ROW or the wash
facility. Must use SP-1 or SP-2 site plan district zoning. Limit to self-service. Write
regulations that meet City Council’s needs - modifications.
Daniel Kubiak: What is the use here that would be permissible.
Gina Phalen: Backing up to city lots instead of residential lots is ideal.
Applicant: Over 40,000 cars on the road right there - would be a successful business.
Daniel Kubiak: Continue to be responsive to the resident feedback you receive .
