PROJECT: Specific Use Permit for Southlake Carroll Homecoming Parade
EXECUTIVE
SUMMARY: Carroll Independent School District is requesting approval of a Specific Use
Permit for a Mass Gathering for Southlake Carroll Dragons Homecoming Parade
on property described as Southlake Town Square, City of Southlake, Tarrant
County, Texas; and generally located between N. Carroll Avenue, E. Southlake
Boulevard and State Highway 114, Southlake, Texas. Current Zoning: “DT”
Downtown District. SPIN Neighborhood #8.
DETAILS: The purpose of this request is to host the Carroll Dragon’s Homecoming Parade
in coordination with Southlake Town Square and the City of Southlake.
Beginning in 1999 and prior to 2008, the Homecoming Parade was successfully
held in Southlake Town Square without the carnival fundraising component (no
SUP was required). In 2008, the Carroll Senior High School Student Council
planned to move the parade to Dragon Stadium to add the fundraiser and pep
rally components to the event. In 2013, the event was brought back to
Southlake Town Square to rekindle the spirit of community involvement within
the Downtown environment of Southlake Town Square and has been
successfully held annually since. The applicant is requesting a renewal of the
current SUP with no logistical changes to the parade route, carnival, or pep
rally set-up for a 5-year approval period in Southlake Town Square. City
Council approved the 2019 SUP with an expiration date effective immediately
following the 2023 event. Details of the Homecoming Parade event include:
• Southlake PD drops off barricades/cones the night before the event in
Town Square; setup occurs the day of the event (rolling setup throughout
the day based on Southlake PD suggestions); the parking lot behind Hilton
is blocked off the evening before the event.
• Vendors arrive at for carnival tent setup at 9:00 am in the Family Park the
morning of the event (tent and porta potties)
• Parade float staging begins in the parking lot behind the Hilton around
11:00 am once the lot has been marked.
• Carnival setup for student groups and organizations begins at 3:00
pm and the carnival kicks off at 4:00 pm; music is provided and played
by a DJ during this time - electricity access will be needed at this time.
• Parade participants arrive at 6:00 pm in the parking lot behind the Hilton.
• Parade kicks off at 6:30 pm (see map A of route)
• Pep rally begins once all parade participants have finished in the
destaging area (see map A) and proceed to steps of Town Hall; electricity
access will be needed for sound.
• Everything concludes by 9:00 pm, including cleanup.
• Vendors return for pickup of tents and porta potties the night of the event.

BACKGROUND INFORMATION
APPLICANT: Carroll ISD
PROPERTY SITUATION: Southlake Town Square; generally located at the northeast corner of
Carroll Avenue and East Southlake Boulevard.
LEGAL DESCRIPTION: Southlake Town Square
LAND USE CATEGORY: Town Center
CURRENT ZONING: “DT” Downtown District
HISTORY: The Homecoming Parade without the carnival fundraising component
was successfully held in Southlake Town Square from 1999 – 2007 (no
SUP requirement).
2008-2013; the Homecoming Parade was held at Dragon Stadium.
August 6, 2013; Approved by City Council for a 3-year approval period.
August 16, 2016; Approved by City Council for a 3-year approval period.
August 20, 2019; Approved (6-0), noting the permit is approved for a 5-
year period. Expiration date immediately following the 2023 event.
Other mass gathering events in Southlake Town Square:
• Oktoberfest; held annually in the Town Square since October
2002. The event is typically held the first Friday, Saturday, and
Sunday of October. Current approved SUP is valid until April
2024. (5-year approval)
• Art in the Square; held annually since May 2000. Current
approved SUP is valid in perpetuity.
• Stars & Stripes; held annually since October 1999. Current
approved SUP is valid in perpetuity.
• Home for the Holidays; held annually since November 1999.
Current approved SUP is valid in perpetuity.
• Showcase in the Square; held annually 2012 - 2019. SUP
expired July 1, 2019.
• Diwalifest; held annually since 2021, obtained a new SUP in
2023 due to expanded scope of the event.
PLANNING & ZONING
COMMISSION: March 21, 2024: Approved (5-0), noting approval subject to the staff
report dated March 15, 2024.
STAFF COMMENTS: City Council shall consider the following in determining whether to grant a
Specific Use Permit for a mass gathering event according to the
Comprehensive Zoning Ordinance No. 480, Section 45.14c, as
amended:
1. whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. whether sufficient traffic control personnel is proposed to insure
safety to all members of the traveling public, including pedestrians,
along all public roadways in the proximity of the mass gathering
and/or along which the public is likely to travel to reach the mass
gathering areas shall be provided;
3. whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;
4. whether sufficient illumination will be provided at night to protect the
safety of the persons assembled;
5. whether adequate parking areas, including disabled persons’
parking spaces, shall be provided for persons arriving by vehicular
means. If the promoter proposes to utilize temporary off-site
parking, then the promoter the mass gathering event the off-site
temporary parking area will not be utilized for purposes other than
the mass gathering event; and
6. whether adequate provisions have been made for food supply,
medical assistance, garbage disposal, water supply, parking,
sanitation and toilet facilities, vermin control, and safety.
7. The City Council may establish specific conditions depending upon
the nature of the proposed event and traffic, health and safety
issues according to Ordinance 480, Section 45.14.a, as amended.
Additional Comments:
• Confirm event details with the City Staff regarding logistics for use of
town hall facility.
• Please note that any or all of the Mass Gathering regulations may be
applied to your event request. See Zoning Ordinance 480, as
amended, Section 45.14.
• Prior to the event, provide a plan of the event area to the Building
Inspections Department showing tent sizes, tent types, etc.
Dependent upon the type and size of the tent(s), a permit may be
required and an inspection, after installation, conducted by the Fire
Department.
• All food vendors associated with the event(s) shall be required to
obtain necessary Tarrant County Health Department permits.
• The applicant understands that a review of future planned CISD
parades under this Specific Use Permit will require city staff
approval prior to the event. And, that every event is subject to
any applicable permits; including a Special Event Permit, tent
permit(s), park use, health department, etc.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
MASS GATHERING FOR SOUTHLAKE CARROLL DRAGONS
HOMECOMING PARADE LOCATED WITHIN SOUTHLAKE TOWN
SQUARE, SOUTHLAKE, TEXAS, AND GENERALLY LOCATED WITHIN
THE AREA BETWEEN EAST SOUTHLAKE BOULEVARD TO THE
SOUTH, STATE HIGHWAY 114 TO THE NORTH AND CARROLL
AVENUE TO THE WEST, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT “A”, AND AS DEPICTED ON THE APPROVED
SITE PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS
EXHIBIT “B” AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering for Southlake Carroll Dragons
Homecoming Parade has been requested by a person or corporation having a proprietary interest in
the property zoned as “DT” Downtown District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (36) of the City’s
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested and
situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering for Southlake Carroll Dragons
Homecoming Parade, on property within the City of Southlake, Texas, Southlake Town Square, being
generally located within the area between East Southlake Boulevard to the south, State Highway 114
to the north and Carroll Avenue to the west and being described as Southlake Town Square, an addition
to the City of Southlake, Tarrant County, Texas, more fully and completely described in Exhibit “A”, and
as depicted on the approved Site Plan attached hereto and incorporated
herein as Exhibit “B” and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein. The following specific
requirements and special conditions shall be applicable to the granting of this Specific Use Permit:
City Council motion:
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
