Item 4E - Memo Item 4E Page 1 of 2 M E M O R A N D U M (April 2, 2024) To: Alison Ortowski, City Manager From: Rob Cohen, Director of Public Works Subject: Approve an Interlocal Agreement (ILA) with Tarrant County for shared costs associated with the repaving of Sunshine Lane in an amount not to exceed $200,000. Action Requested: Approve an Interlocal Agreement (ILA) with Tarrant County for shared costs associated with the repaving of Sunshine Lane in an amount not to exceed $200,000. Background Information: As part of the annual Capital Improvements Program (CIP), City Council authorizes annual funds for joint roadway rehabilitation projects with Tarrant County. For FY 2024, City staff will partner with Tarrant County to resurface Sunshine Lane as one of the projects for this year. As part of this partnership, Tarrant County will provide the labor and heavy equipment, while Southlake will provide materials, pay for half the fuel costs, schedule to mill the roadway, provide traffic control, and perform striping as needed. This project is scheduled to begin in July to minimize the impact on commuters and traffic. Furthermore, Tarrant County and the City have agreed to the working hours of 8:30 a.m. to 4:00 p.m. daily to avoid peak travel times. Work is expected to be complete before August 16, 2024, weather permitting. Tarrant County has provided similar services on previous projects such as Shady Oaks Drive, E. Continental Boulevard, Crooked Lane, N. Carroll Avenue, Sam Bass Ridge Road, and last year’s project of Jellico Circle. Carroll Ave. $ 658,472 FY 2020 Crooked Ln. $ 148,741 FY 2019 E Continental Blvd $ 301,448 Funding for Southlake’s portion of the joint rehabilitation project with Tarrant County is budgeted as part of the approved Capital Improvements Program budget. It specifically relates to the City’s Corporate Objectives, F2 – Investing to provide & maintain high quality public assets. Citizen Input/ Board Review: Upon approval by Southlake City Council, the ILA will then be placed on the Tarrant County Commissioner’s Court Agenda for approval. Legal Review: N/A Alternatives: The City Council may approve or deny the ILA with Tarrant County. Staff Recommendation: Approve an Interlocal Agreement (ILA) with Tarrant County for the joint resurfacing of Sunshine Lane.
