SOUTHLAKE ARTS COUNCIL PRESENT: Chair Tamara McMillan, Secretary Julie Doyle, and Southlake Arts Council members Tim Sabo, Terri Messing, Alison Viktorin, Susan Steinbrecher, and Milan Georgia (Alt 1) SOUTHLAKE ARTS COUNCIL ABSENT: Vice Chair Leslie Walker STAFF PRESENT: Assistant to the Director Milenka Lopez CITY COUNCIL MEMBER PRESENT: Deputy Mayor Pro Tem Kathy Talley REGULAR SESSION 1. CALL TO ORDER Southlake Arts Council Chair Tamara McMillan called the meeting to order at 6:00 P.M. 2. PUBLIC FORUM Chair McMillan opened the Public Forum at 6:00 P.M. John J. Kirby IV Commander of the America Legion Department of Texas PFC Ruthe E. Warlick Post 14 (PO Box 92072, Southlake, TX 76092) spoke out in support of the Veterans Memorial project and offered his help if needed. Chair McMillan closed the Public Forum at 6:07 P.M. 3. CONSENT AGENDA 3A. APPROVAL OF THE MINUTES FROM THE JANUARY 23, 2024 SOUTHLAKE ARTS COUNCIL MEETING Chair Tamara McMillan presented item 3A, approval of the minutes from January 23, 2024, Southlake Arts Council meeting. A motion was made to approve the minutes from the January 23, 2024, Southlake Arts Council meeting with the amendment to add Secretary Julie Doyle's name to the "Ayes" section on item 4C. Motion: Doyle Second: Steinbrecher Ayes: Sabo, Doyle, Messing, Nays: None Abstain: None Vote: 7-0 Motion passed. CONSIDER Viktorin, Steinbrecher, McMillan, Georgia APPROVE THE PUBLIC ART DISPLAY PERMIT FOR THE SOUTHLAKE HISTORICAL SOCIETY EXHIBIT FOR JULY-AUGUST 2024 Chair McMillan presented item 4A to the Arts Council for consideration. Connie Cooley, Chair of the Southlake Historical Society presented their planned exhibit and was available to answer questions. APPROVED A motion was made to approve the Public Art Display Permit for the Southlake Historical Society Exhibit for July -August 2024. Motion: Messing Second: Steinbrecher Ayes: Sabo, Doyle, Messing, Nays: None Abstain: None Vote: 7-0 Motion passed. DISCUSSION 5A. DPS WEST ART UPDATE Viktorin, Steinbrecher, McMillan, Georgia Assistant to the Director Milenka Lopez provided an update about the DPS Art project, stating it was approved by City Council during the regular February 20, 20241 City Council meeting and that the City was helping the artist go through the vendor and PO process. Direction to Staff: NA. Keep Arts Council informed of project updates. 5B. VETERANS MEMORIAL City of Southlake Values. - Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Minutes of the February 27, 2024 Southlake Arts Council Meeting Page 3of3 Assistant to the Director Milenka Lopez presented an update on the Veterans Memorial project and relayed the City Council's comments and support for the project as mentioned during the regular February 20, 20247 City Council meeting. Direction to Staff: Maybe consider getting input from City staff who are veterans. 5C. SOUTHLAKE PRESENTS Assistant to the Director Milenka Lopez presented an update on the number of applicants for Southlake Presents and discussed the City's marketing strategies to get more applications. Direction to Staff: Ensure the program gets enough visibility. Advertise on the City's official social media pages. 5D. DOWDLE OPPORTUNITY UPDATE Assistant to the Director Milenka Lopez presented an update on the Dowdle Opportunity and was available to answer questions. Direction to Staff: Work with Director Miller to strategize potential locations and next steps for this project. 5E. PUBLIC ART UPDATES Assistant to the Director Milenka Lopez stated there were no additional public art updates at this time. Direction to Staff: NA 5F. APEX UPDATES Terri Messing presented upcoming APEX events and was available to answer questions. Direction to Staff: NA. 6. ADJOURNMENT Southlake Arts Council Chair McMillan adjourned the meeting at 6.47 P.M.
