Subject: Item #5 Overview – 101 N. Pearson Lane – Tommy’s Car Wash
Purpose:
Review and make recommendations on a proposed car wash to be located at 101 N. Pearson
Lane.
Property Details:
101 N. Pearson Lane is an undeveloped property located at the northeast corner of N. Pearson
Lane and W. Southlake Boulevard. The property was at one time owned by the City of Southlake,
but sold in 2006. Prior to the sale, a Concept Plan was approved (ZA05-104) proposing an 18,000
square foot retail building. The property is currently zoned “C-2” General Commercial District, the
zoning being placed on the site with adoption of Zoning Ordinance No. 480 on September 19,
1989.

Transportation
The property is located at the northeast corner of N. Pearson Ln. and W. Southlake Blvd.
• Pearson Lane is 3-lane undivided roadway with 70’ of right of way.
• Southlake Blvd. is a 6-lane divided roadway with 130’-140’ of right of way.
The proposed concept plan provides a single egress point located along Pearson Lane.
Master Pathways Plan
The pathways plan calls for a <8 sidewalk along the Pearson Lane portion of the property. An
existing >8’ multi-use trail exists along the W. Southlake Boulevard frontage.
Southlake 2035 Comprehensive Land Use Plan
Land Use Plan Designation – Retail Commercial.
Purpose and Definition: The Retail Commercial category is a lower- to medium-intensity
commercial category providing for neighborhood-type retail shopping facilities and general
commercial support activities. It is intended to provide limited local retail and/or office uses which
serve neighborhoods in close proximity. It is intended that all uses in this category will be
compatible with adjacent single family uses, thereby maintaining the character and integrity of
existing neighborhoods. This category is intended to encourage comprehensively planned
developments. In areas where the Retail Commercial designation is adjacent to residentially
zoned properties or areas with a residential designation on the Land Use Plan, lower intensity
activities such as office or office-related uses should be planned adjacent to the residential uses.
Other suitable activities are those permitted in the Public Parks/Open Space, Public/Semi-Public,
and Office Commercial categories previously discussed.

Zoning:
The property is currently zoned “C-2” Local Retail District.
The City’s Zoning Ordinance permits Full Service Car Washes with approval of a Specific Use
Permit under two provisions within the Zoning Ordinance. A third option is under one of the
City’s flexible zoning districts such as a Site Plan District (“S-P-1” or “S-P-2”) or within a Non-
residential Planned Unit Development District “NR-PUD”. The following is the provisions that
would specifically allow a Car Wash, which requires approval of a Specific Use Permit with a
Site Plan and only on properties within the “C-3” General Commercial District:
1) Ord. 480, Section 45.1(29) - A “Full Service Car Wash” subject the following criteria:
a. Sanitary sewer service must be available to the site.
b. The site must be located on a major arterial shown on the Master Thoroughfare Plan in
order to ensure proper traffic circulation.
c. A minimum of one parking space must be provided for each two hundred (200) square
feet of total floor area of all buildings with two-thirds (2/3) of the minimum spaces being
tandem spaces for cars awaiting washing or vacuuming.
d. The wash bay and vacuum/gasoline pump areas must be forty-five (45) degrees off
parallel to the adjoining thoroughfare.
