Members Absent: Board members: Jeff Medici - Chairman, David Treichler- Vice Chairman, Frank Bernardo — Alternate 2, Sridevi Vermulapalli — Alternate 3, and Al Karmali — Alternate 4. Staff Present: Reagan Rothenberger, Planning Manager, Jennifer Crosby, Deputy Director of Planning and Denia Reyes, Board Secretary. REGULAR SESSION: 1. Call to Order: Acting Vice Chairman King called the Regular Session to order at 6:33 P.M. and announced that the acting chairman will be the next ZBA Board Member listed in alphabetical order which is Clinton Snead. 2. Executive Session: No executive session was held. 4. Approval of the Minutes: Acting Chairman Snead opened the discussion of the minutes of the Zoning Board of Adjustment meeting for January 11, 2024. A motion was made to approve the minutes of the Zoning Board of Adjustment for meetings January 11, 2024. Administrative Comments: Reagan Rothenberger, Planning Manager, announced that there will not be a meeting on February 08, 2024, and the next scheduled meeting is on February 15, 2024. 6. Consider: ZBA24-0001, Special Exception Use, per Ordinance No. 480, as amended, Section 44.12(1) for a Domestic Employee or Family Quarters, on property described as Lot 68, F. Throop No. 1511 Addition, an addition to the City of Southlake, Tarrant County, Texas, and located at 1201 E. Dove Road, Southlake, Tarrant County, Texas. Current Zoning: "SF-1A" Single Family Residential District. SPIN District #3 PUBLIC HEARING Planner Rothenberger presented details of the case with a slide show presentation to the Board. The applicant, Danny Vogt, 1201 E. Dove Rd. Southlake, seeks approval for a Special Exception Use to allow a 1,346 square -foot Domestic Employee or Family Quarters. The quarters will be located within a pool cabana at the rear of the property. The applicant, Danny Vogt, once sworn in, presented testimony, and answered questions from the Board. Acting Chairman Snead asked if there were those in the audience who wished to speak in support of the request. There being none, Acting Chairman Snead asked if there were those in the audience who wished to speak in opposition to the request. Opposition: Scott Parr, once sworn in, presented testimony, and answered questions from the board. Acting Chairman Snead closed the public hearing and opened the item for discussion from the Board. Consider: ZBA23-0025, Variance to Zoning Ordinance No. 480, as amended, Sections 15.1 & 14.S(d) requiring a rear yard of 40 (forty) feet, on property described as Lot 33, Block 2, Dove Estates, an addition to the City of Southlake, Tarrant County, Texas, and located at 1342 White Wing Court, Southlake, Tarrant County, Texas. Current Zoning: "SF-20B" Single Family Residential Zoning. SPIN District #2. PUBLIC HEARING Planner Rothenberger presented details of the case with a slide show presentation to the Board. The applicant, Matthew Beam, on behalf of Chang Menon / MOKSH Realty, LLC, 1342 White Wing Ct., Southlake, is requesting approval of a Variance, which requires a rear yard setback of 40' for the primary structure. The home is approximately 16' from the rear property line. The applicant desires to enclose an outdoor patio area at the northeast corner of the home. Support: Michael Sullivan, once sworn in, presented testimony, and answered questions from the Board. Consider: ZBA23-0026, Variance to Zoning Ordinance No. 480, as amended, Section 14.5(c), requiring a side yard of 15 (fifteen) feet, on property described as Lot 34, Block 4, South Ridge Lakes Addition Phase III, Section 2, an addition to the City of Southlake, Tarrant County, Texas, and located at 1305 Houston Court, Southlake, Tarrant County, Texas. Current Zoning: "SF-20A" Single Family Residential Zoning. SPIN District #6 PUBLIC HEARING Planner Rothenberger presented details of the case with a slide show presentation to the Board. The applicant, Lisette Aragon -Sanchez, 1305 Houston Ct. Southlake, is requesting approval of a setback of no less than 10', a reduction of approximately 33%.
