celebration event for CISD Dragons to include parade, carnival and pep rally.

Temporary Noise Exemption Permit Application
Instruction Sheet
As provided by Southlake Ordinance 778,a person may apply for a permit to engage in any activity that
creates a noise that would otherwise constitute a nuisance or a violation.The application must be received
in writing at least ten (10)calendar days prior to the requested date.
As the applicant
1.You must provide written notice to all property owners within 200 lineal feet of the property upon
which the noise originates.measured from property line to property line.A copy of a notification
letter is attached to this application.
2.You must attach a copy of the signed notification letter (signed by the property owner)or evidence of
similar notice containing the same information (address,phone number(s),signature of property
owner and Police Department phone numbers).If the residence or business is unoccupied,note this
on a notification letter.
3.You shall display the issued PERMIT CARD on site during the date(s)and time(s)of event.
4.You may appeal to the City Manager if application is denied or modified.
5.You may also request a variance by the City Council by making application with a $100 non-
refundable fee.

4.Use the ruler icon at the top left of the screen.A Measurement Results box will appear.
5.Click on the far left ruler in the Measurement Results box,then place the curser at the property line
where the noise will originate and draw a line to an adjoining property line.Do this for each
adjoining property.Note:Unclick the ruler after gach measurement.A calculated measurement will
appear in the Measurement Results box.The property/business owner shall be provided a
notification letter when the resulting measurement is 200 lineal feet or less.

GUIDELINES FOR POSTING PUBLIC HEARING SIGNS (ZONING
CHANGES,CONCEPT PLANS,SITE PLANS,SPECIFIC USE PERMITS)
APPLICANT,OWNER OR AUTHORIZED AGENT
MUST READ AND SIGN
Below are the procedural guidelines which must be closely followed when posting the signs to ensure proper
consideration ofthe zoning issue.
I.The Applicant,Owner or Authorized Agent assumes responsibility for the placement of the pub Uc hearing signs on
the same property listed in the application for the zoning change.These zoning signs are required by the
Comprehensive Zoning Ordinance as part of the public notice process.Failure to place signs will result in
mandatory tabling of the zoning change request.
II.The signs must be in place on the subject property at least fifteen (15)days prior to the public hearing to be
held before the City Council.Signs arc made available at the time of formal submittal.
m.One (I)sign must be placed on each property line with street frontage.If the street frontage is greater than
1,000 feet,one sign must be placed for every one thousand (1,000)feet of street frontage.One sign must also
be placed at every proposed tie-in or continuation of an existing public street.
IV.Signs must be placed in the most prominently visible locations as possible,but should not be placed where they
might serve as an obstruction of view for motorists.Ideally,the placement of signs ten to fifteen (10'-15')feet
from the edge of the roadway,clear of any excessive undergrowth,would serve this requirement.The City
reserves the right to request the signs be relocated to improve visibility.
V.The signs must remain in place on the subject property throughout the time action is being taken on the zoning
case.The Applicant,Owner or Authorized Agent should notify the City if a sign appears to have been removed
from the property.

Southlake Carroll Dragon Homecoming Parade Special Use Permit
Request
The SUP is being requested by Carroll Independent School District.
The purpose of the Special Use Permit is to host the Homecoming in partnership with Southlake
Town Square and the City of Southlake.
Prior to 2008 the Homecoming Parade was held in Southlake Town Square.In 2008 the Carroll
Senior High School Student Council made a decision to move the parade to Dragon Stadium to
add a fundraising carnival component and pep rally to the event.Since 2013,the Carroll
Homecoming Parade,Carnival,and Pep Rally have been held in Southlake Town Square,and
has been a great community event,with much positive feedback.
We are asking for approval to renew the SUP to maintain the celebration in Southlake Town
Square on a Wednesday in the fall (September/October),making no logistical changes to the
parade route,carnival set-up,and pep rally set-up from the previous year.We are asking to
reserve/include two rows of parking spaces behind True Fire/Wiliam Sonoma in addition to the
logistical needs from years past to assist with the parade unloading and destaging process.
The 2024 renewal request for the event would include staging of floats in the parking lot north of
the Hilton Hotel,tent/table/chair setup in the Family Park,vendors/sponsor/club participation for
the carnival and parade,a pep rally including a presentation of the Homecoming court,and
teardown/cleanup.
The carnival will give approved high school organizations the opportunity to partner with a
business sponsor to raise funds for the organization (i.e.Belle boosters selling their VIP card,
Football selling trading cards,etc.)in addition to the children’s activities (i.e.face painting,
games,etc.).Sponsorship proceeds will benefit the CSHS Student Council and proceeds
collected at each individual booth will go to the individual student organization or booster club.
We are looking forward to the opportunity to continue the tradition in Southlake Town Square
and bring together Dragon Nation to celebrate our Carroll Dragons.
To accommodate the businesses in town square,we are requesting that street closures are held
to a minimum and are limited to Grand Avenue,Main Street in front of City Hall and Fountain
Place.We respectfully request that Southlake DPS provides safety during the parade by
escorting and managing traffic/intersection closing during the time of the parade and pep rally.
Signage Request –Gazebo banner 15 days prior to event with permit Yard Signs for street
closures.Street closure times to be determined by the Southlake PD.
