WORK SESSION: 1. CALL TO ORDER: 6:00 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No Executive Session was held. 3. State of the Economy presentation and discussion. 4. Water, Wastewater, and Stormwater Master Plans discussion. No discussion was held. 5. Recap of City Council’s action and discussion on Planning & Zoning recommended cases. 6. Discussion of items on tonight’s meeting agenda. 7. Adjournment. Hall Survey Abstract 695, City of Southlake, Tarrant County, Texas and located at 240 N. Carroll Avenue, Southlake, Texas. Current Zoning: “AG” Agricultural District. SPIN Neighborhood #7 (The applicant is requesting to table this item until the February 22, 2024, Planning and Zoning Commission Meeting.) A motion was made to approve the applicant’s request to table Item 6 until the February 22nd, 2024, Planning and Commission Meeting. Request to Table: ZA23-0072, Zoning Change and Development Plan for The Overlook and WillowTree Gardens, for property described as Tracts 3C, and portions of Tracts 3D03, and 3D03A, W.W. Hall Survey Abstract 695, City of Southlake, Tarrant County, Texas and located at 240 N. Carroll Avenue, Southlake, Texas. Current Zoning: “AG” Agricultural District. Proposed Zoning: “TZD” Transitional Zoning District. SPIN Neighborhood #7 (The applicant is requesting to table this item until the February 22, 2024 Planning & Zoning Commission Meeting Minutes – February 8, 2024 Page 3 of 3 Planning and Zoning Commission Meeting.) A motion was made to approve the applicant’s request to table Item 7 until the February 22nd, 2024, Planning and Commission Meeting. Estes Subdivision, an addition to the City of Southlake, Tarrant County, Texas, and located at 974 W Dove Road, Southlake, Texas. Current Zoning: “AG” Agricultural District. Proposed Zoning: “SF-2” Single Family Zoning District SPIN Neighborhood #5. PUBLIC HEARING Deputy Director Jennifer Crosby provided a formal presentation of Item 8 per Chairman Kubiak’s request. No questions were asked. The applicant, Ajitpal Singh Toor, 6109 Lamb Creek Dr. Fort Worth, Texas came forward. No question was asked. A motion was made to approve Item 8, ZA24-0001 subject to the staff report dated February 8, 2024, and also subject to the Zoning Change and Concept Plan Review Summary number two dated February 8, 2024 Motion: Forman Second: Phalen Ayes: 7 Nays: 0 Abstain: 0 Approved: 7-0-0 9.
