A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
GROOMING-ASSOCIATED KENNELS ON PROPERTY WITHIN
THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 2600 E
SOUTHLAKE BOULEVARD, SUITE 130, BEING LEGALLY
DESCRIBED AS LOT 1R4, BLOCK 1, GATEWAY PLAZA
ADDITION PHASE II, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE
APPROVED SITE EXHIBIT ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a Kennel (to be associated with grooming) requested
by a person or corporation having a proprietary interest in the property zoned as "SP-2" General
Site Plan Zoning District; and,
WHEREAS, in accordance with the requirements of Section 45.1(21 and/or 22) of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council
have given the requisite notices by publication and otherwise, and have afforded the persons
interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general welfare
of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for grooming-associated kennels on property
located at 2600 E Southlake Boulevard, Suite 130, being legally described as Lot 1R4, Block 1,
Gateway Plaza Addition Ph II, and more fully and completely described in Exhibit "A", and as
depicted on the approved Site Exhibit attached hereto and incorporated herein as Exhibit "B" and
providing an effective date, subject to the provisions contained in the comprehensive zoning
ordinance and the restrictions set forth herein. The following specific requirements and special
conditions shall be applicable to the granting of this Specific Use Permit:
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.

Hours of operation:
Monday-Saturday: 9:00 AM —7:00 PM
Sunday: 10:00 AM —6:00 PM
Closed Thanksgiving Day and Christmas Day
Number of dog kennels in facility: 18
Maximum number of dogs at any given point of time: 12

NOTE: While the facility will house 3 temporary holding cage banks, with 18 kennel
cages total, grooming is performed salon-style with set appointment times which does
not necessitate frequent kennel service. Similar to how people schedule hair salon
appointments, each pet will have their own scheduled grooming appointment. Upon the
pet's arrival for their appointment, the groomer will immediately begin the pet's
grooming service(s), and ten minutes prior to completion of grooming, a call or text will
be sent to the pet owner for immediate pick up. No over-night boarding, extended
kenneling, or doggie daycare provisions are included within Woof Gang Bakery and
Grooming services. If dogs are kenneled, it is for a short time period until their owner
picks them up.
Maximum number of employees at any given point of time: 11

(9) Groomers
Where will employees park?
Employees will use parking designated by the landlord/lease in the front or back of
business.
Where will restroom area be for the dogs?
Based on the operations of 300+stores across the US and the business model of salon-
style appointment services, pets don't typically stay a long enough duration to require a
restroom break or being walked. Pet owners will have their pets use the restroom prior
to their appointment, grooming services will be completed and pets picked up before
use of the bathroom is necessitated. We realized accidents do happen however, and
staff will be properly trained to promptly clean and sanitize if one occurs.

Description of Company
Pet lovers, Paul and Cara Allen, were frustrated with the lack of good options for pet care
needs. Big box stores offered variety and convenience, but lacked expertise, service, and a
caring environment that was part of the neighborhood pet store of the past. Instead, these new
large stores were chaotic and stressful for pets and people alike. The issue?The entire model of
pet care was wrong. Built on the premise that bigger is better and one-size-must-fit-all, big box
stores and retailers were failing the clients they were designed to serve -the pets and their
parents.
After years of trial and error, and a lot of wasted time and money, they decided to open their
own pet store in 2007 --one that redefined pet care and created the personal touch of the
neighborhood pet store. With only the highest quality products and (a few years later)
customized luxury grooming services, Woof Gang Bakery& Grooming was born.
Just 16 years later, with 323 plus locations either open or under development, Woof Gang
Bakery& Grooming is the neighborhood pet store.
Our secret-sauce is our grooming services. Our grooming is performed salon-style—similar to
how we get our own hair cut. The pets have an appointment time, they arrive at that time,the
groomer immediately begins services on that pet and grooms them straight through. Ten
minutes before they are finished, a call or text is sent to the pet parent, and they are picked
right back up. No over-night boarding or doggie daycare —the dogs are in and back out and our
team of professional groomers are on to the next service appointment.
