PURPOSE: The purpose of this request is to receive approval of a revised site plan. PROPERTY SITUATION: The property is located on the south side of East Southlake Boulevard (FM 1709) and 1500’ east of Carroll Avenue. LEGAL DESCRIPTION: Lot 1, Block 1, Gorbutt Addition LAND USE CATEGORY: Office Commercial CURRENT ZONING: “S-P-2” General Site Plan District. HISTORY: -A Final Plat was approved by the City Council on June 15, 1982. -City Council approved a zoning change request and Concept Plan on January 19, 1999. -A zoning change request and revise Concept Plan was approved on April 11, 2003. -A Site Plan was also approved by City Council on April 11, 2003. STAFF COMMENTS: Attached is Site Plan Review Summary No. 1, dated June 13, 2003. The purpose of the revision is to accommodate the services that are to be provided by the development including the specific building program, functional relationships, and final user groups. The specific changes include:  An increase in the floor area by approximately 2,600 SF  Revisions to the lengths of some of the walls on the east and south elevations of the hospital component  Refinements to the truck dock areas  An addition of three (3) parking spaces to provide required parking, based on the new area and updated employee count data  Identification of the rooftop mechanical equipment screening The proposed changes have been highlighted by clouds on the plan. INFORMATIONAL COMMENTS * The proposed site does not exceed the maximum permitted impervious coverage area percentage of 66% for the proposed “S-P-2” zoning with “O-1” Office District uses. The impervious coverage area percentage of this phase is approximately 55%. A separate building permit is required prior to construction of any signs. * The applicant should be aware that prior to issuance of a building permit a fully corrected site plan, landscape plan, irrigation plan, and building plans, must be submitted for approval and all required fees must be paid. This may include but not be limited to the following fees: Park Fee, Perimeter Street Fee, Water & Sewer Impact and Tap Fees, and related Permit Fees. * A permit from TxDOT must be obtained prior to any curb cut along F.M. 1709. * Please be aware that any change of tenant/owners with a request for a new C.O. will require that all parking areas meet the “all weather surface” requirement in the zoning ordinance and all fire lanes shall be per the Fire Department's requirements.
