BACKGROUND INFORMATION

PROPERTY SITUATION: The property is located at the northwest corner of the intersection of
State Highway 114 and N. Carroll Avenue.

HISTORY: A site plan for the western portion of the subdivision was approved in
January of 2004;
A rezoning and site plan for shown Lots 1R1, 2R-4R, and 6R1-6R5,
Block was approved in September of 2004;
A site plan for shown Lot 5R, Block A was approved in September of
2004;
A plat revision was approved in September of 2004.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON 12/30/04 AND WE
OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF PLAT
APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. IF YOU HAVE ANY QUESTIONS OR

1. Place the City case number “ZA 04-107” in the lower right-hand corner of the plat.
2. Correct the discrepancy between the acreage identified in the title block and the acreage provided in
the legal description.
3. The following changes are needed with regard to the legal description:
a) Correct the discrepancy between the legal description and the graphic label for call numbers
9 & 10.
b) Two intervisible boundary corners of the site must be geo-referenced by state plane
coordinates in accordance with section 8.03(B) of the Subdivision Ordinance No. 483 upon
submittal of the plat revision, and, prior to acceptance of the subdivision by the City, a
digital computer file of the subdivision must be provided in accordance with Section 8.04 of
Ordinance No. 483.
4. All lots must comply with the underlying zoning district regulations. The building on Lot 2R
appears to encroach into the required 15’ side setback by approximately 6’.
5. Remove the dashed line measuring 5’ outside the property boundary within the E. Highland Street
and N. Carroll Avenue right-of-way.
6. The following changes are needed with regard to easements:
a) Provide easements for water, sewer and drainage in compliance with approved construction
plans. Provide an easement for the City water line extension along State Highway 114
frontage as required by the City Engineer. Remove easement abandonments as specified by
the City Engineer.

b) Remove the abandonment label from the face of the plat for the common access easement
between Lots 2R and 4R. Provide a note on the plat in bold type stating, “This plat corrects
the location of various portions of Common Access Easements dedicated by previous plats.
The location of Common Access Easements as shown on this plat shall be controlling and
shall supersede all Common Access Easements shown on previously recorded plats.”
INFORMATIONAL COMMENTS
* The subject property must comply with the City of Southlake Drainage Ordinance No. 605, as
amended.
* The applicant and owner should be aware that all fire lanes shall be constructed and maintained in
accordance with the City Fire Services standards and policies
* Please submit a revised blueline "check print" prior to submitting blackline mylars with original
signatures.
* We recommend this plat not be filed until the construction plans have been substantially approved.
This will ensure adequate easements and finish floor elevations. Minimum finish floor elevations
may be required on the following lots pending review of construction plans: Block , Lots
* It appears this property lies within the 65 LDN D/FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.
479.
* A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject
property from each taxing authority must be provided to the City prior to filing this plat in the
County records. A copy of this information may be obtained from the Tarrant county Tax
Assessor/Collector’s Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red
courthouse). There is a service charge of $10 per account for this certificate. For more information

* Original signatures and seals will be required three blackline mylars prior to filing the plat. Also
required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original
signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than
signatures or seals, appear on the plat.
* A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off-site sewer extensions, off-site drainage and utility easements and impact
fees.
