SUBJECT: Public Hearing--Southlake 2025 Plan – Phase II – State Highway 114 Corridor Plan

Attached is a copy of the Southlake 2025 Plan Phase II – State Highway 114 Corridor Plan. At the
February 3, 2005 meeting, the Planning and Zoning Commission will be c onducting a public hearing on
the plan and making its recommendation to City Council. The attach plan reflect the latest changes
made by the Planning and Zoning Commission at its January 27, 2005 worksession. The changes are as
follows:
1) Remove the “connectivity arrows” from the Milner property (Adjacent to the Lakewood Estates
and Chapel Downs Subdivisions).
2) Recommend the designation of White Chapel Boulevard (FM 1709 to Dove Street) on the
Master Thoroughfare Plan as a 4 lane divided roadway (A4D-94’).
3) Include White Chapel Boulevard as part of the city’s median study.
4) Recommending amending the Master Thoroughfare Plan to create a roadway cross-section for
Kirkwood Blvd. Extension.
5) Changed the alternative land use designation on parcels 15, 15a, and 15b from T-2 transition to
T-1 transition land use designation.
6) Added a statement in the Rural Conservation Subdivision Land Use section that in some cases a
SF-1A zoning designation may be appropriate where existing tracts are less than 2 acres in size.
7) Added a vision statement for the SH 114 corridor.
