PROJECT: Carroll Senior High School Ball Field Lighting
REQUEST: Variance to Exterior Lighting Ordinance for:
Metal Halide lighting on poles over 42” high in lieu of High Pressure Sodium
Lighting levels in excess of 20 footcandles. Applicant’s plan indicates the
following:
1. baseball outfield average 38.6 footcandles, maximum 52.1
footcandles with readings taken after initial installation.
2. baseball infield average 63.5 footcandles, maximum 78.2 footcandles
with readings taken after initial installation.
3. softball outfield average 43.1 footcandles, maximum 64.0 footcandles
initial readings.
4. softball infield average 64.3 footcandles, maximum 83.2 footcandles
initial readings.
Note after specified break in period maintained lighting level is 80% of initial
lighting level.

BACKGROUND INFORMATION
OWNER: Carroll Independent School District
APPLICANT: Dennis Bishop @ Raines Electric
PURPOSE: Lighting Variance
PROPERTY SITUATION: 1501 E. Southlake Boulevard; at the southeast corner of Peytonville Road
and W. Southlake Blvd.
LEGAL DESCRIPTION: Lot 1 R, Block 1 R, Carroll High School Addition

CURRENT ZONING: “S-P-1” Detailed Site Plan District
HISTORY: Case ZA90-59, preliminary plat and Case ZA9060 final plat, approved
November 20, 1990.
Case ZA90-058, zoning change and site plan, for “S-P-1” zoning was
approved December 4, 1990. This was the intial plan approval for new
construction of the High School and support facilities. The plan approved the
school building, football stadium and track, baseball field, tennis courts,
practice fields, field house and parking areas. According to the City Council
minutes, it was recognized that lighting was not shown on the site plan, but
was specifically contemplated with regard to the tennis courts and baseball
fields with the school receiving direction and agreeing to be “very careful not
to disturb the neighborhood when installing lighting.”
Case ZA97-108, revised site plan was approved October, 7, 1997. This plan
added to the school building, the field house, the parking area and added a
new softball field. Lighting of the football field was shown on the plan not to
exceed 0.2 foot candles at the residential property lines. No lighting was
shown for the tennis courts or baseball fields.
Lighting Ordinance No. 693-B was approved September 7, 1999.
Case ZA99-078, zoning change and site plan was approved June 20, 2000.
This plan added the natatorium, accessory buildings, parking and changed the
football stadium to a track and practice filed. A variance to allow lighting for
the tennis courts was initially proposed, but was withdrawn.
Case ZA00-006, plat revision was approved June 6, 2000. This plat added
the land for the natatorium.

STAFF COMMENTS: According to the applicants engineering, the lighting at the property line will be
within the limits of the ordinance.
The Lighting Ordinance does not speak to hours of operation, but that may be
taken into consideration when considering a variance. The hours of operation
for Bicentennial Park and Bob Jones Park’s baseball fields are as follows: Play
is to stop at 10:00 PM and lights out by 10:30 PM Sunday through Thursday
nights and one hour later on Friday and Saturday nights.
The 20 footcandle standard in the lighting ordinance was arrived at after a
survey of lighting levels on existing parking lots in the city. Athletic field
lighting was not considered when the ordinance was written. All athletic fields
lighted since the ordinance was adopted in 1999 have been permitted by the
variance process in the ordinance.

The revised plans received Thursday February 27 reflect a change in the
design criteria for the baseball field lighting. The new design is based on a 60/
40 design criteria, that is a desired level of 60 footcandles on the infield and 40
footcandles on the outfield. Also, the applicant did not request a variance to the
spill over limits at the property line. The applicants chart of spill levels shows a
1.04 average and 1.30 maximum illumination level for the vertical reading. The
ordinance limits those levels to 0.5 footcandles. The new photometric plot
shows average lumens outfield to be 41.9 and infield to be 70.9 initial
footcandles. The maximums are 56.8 for outfield and 93.8 for infield.
