Kirkwood Res 04-022A City of Southlake Department of Planning MEMORANDUM April 2, 2004 TO: Planning and Zoning Commission FROM: Ken Baker, AICP, Senior Planner SUBJECT: Resolution No. 04-022-Amendment to the Master Thoroughfare Plan (MTP) for Kirkwood Blvd. Extension ____________________________________________________________________________________ Action Requested: Conduct a public hearing on a possible amendment to the MTP to indicate the general alignment of Kirkwood Blvd. as it crosses the N. Carroll Ave./E. Highland St. intersection. Background: At its January 20, 2004 meeting, the City Council requested that the Planning and Zoning (P&Z) Commission review two roadways alignments (Rucker Rd. & Kirkwood Blvd.) currently on the Master Thoroughfare Plan (MTP). More specifically, City Council requested that the P&Z Commission determine the following. 1) Rucker Road- If the current alignment of this roadway should be moved further north towards FM 1709; and 2) Kirkwood Boulevard Extension- An appropriate alignment of this roadway as it crosses the N. Carroll Ave./E. Highland St. intersection (See the MTP map- Attachment A-Note: the attachments are located on the Power Point file named “Resolution 04-022 - MTP Attachments”). On February 5, 2004, the Planning and Zoning (P&Z) Commission held a public hearing on these two roadway alignments (Rucker Rd. & Kirkwood Blvd. Ext.). At that meeting, the P& Z Commission made a recommendation on the Rucker Rd. alignment; however, the P&Z Commission instructed staff to conduct a SPIN meeting on the Kirkwood Blvd. Ext. alignment and that the SPIN meeting be held in late March (following CISD spring break). Also, the P&Z Commission recommended that representatives from Newland Communities (Aventerra) and the Carroll Independent School District be present at the SPIN meeting to discuss future development plans for their properties. A motion was made and approved (6-0) by the P&Z Commission to continue the public hearing on the Kirkwood Blvd. Ext. at its April 8, 2004 meeting. Spin Meeting: On March 29, 2004, a SPIN Citywide Forum was conducted for neighborhoods 1,2,3,5, and 6 (See SPIN map-Attachment B). Approximately 30 people were in attendance. A summary of the questions and comments are provided in your packet. Issues: Kirkwood Boulevard Extension- The current MTP map does not indicate an alignment for this roadway through the Carroll Avenue/Highland Street intersection (See Attachment A). With the completion of the SH-114 project, the likelihood of development occurring north of SH 114 in the vicinity of the Carroll Ave./Highland St. intersection will increase. (The Panattoni Development Company project located at the southwest corner of the Carroll Ave./Highland St. intersection was recently approved by City Council -- January, 2004). At its January 20, 2004 meeting, the Carroll Independent School District (CISD) Board of Trustees approved a $210,924 bid by Stillwell Building Systems, Inc. to renovate the Administration Annex, 3051 Dove St. in Grapevine. This renovation will allow the CISD to consolidate most central office administrators and support personnel into one location. School officials have stated that by renovating the building on Dove St. will allow the current administration building located at the northeast corner of the Carroll Ave./ Highland St. intersection to be vacated and the land possibly put up for sale. Work on the Administration Annex building on Dove St. is expected to be completed by the end of the school year. The CISD property at the northeast corner of the Carroll Ave. and Highland St. intersection has not been platted. Also, CISD has indicated that the Carroll Intermediate School (located at the southeast corner of Carroll Ave. and Highland St.) will remain closed for the 2004-05 school year. However, the trustees have not made a final decision on whether or not the school will be reopened in the fall of 2005. This property has also not been platted. As a result of these events, some City Council members believe that it is necessary to determine an alignment of the Kirkwood Blvd. Ext. through the Carroll Ave./Highland St. intersection prior to any additional development occurring in this vicinity. Crossing of the Carroll / Highland Intersection Kirkwood Blvd. Intersection options Staff has prepared three options for the Planning and Zoning Commission to consider. Option #1, indicates the roadway crossing south of the intersection. Option #2, utilizes the existing Highland St. alignment to cross the intersection. Option #3, indicates the roadway crossing to the north of the intersection (See Kirkwood Extension Options-Attachment C). Below are issues associated with the various options. - 2 - MTP Amendment Option #1  Approved site plan & plat for Cedar Ridge Office (Panattoni Development Co.). This property is located on the west side of N. Carroll Avenue, the south side of E. Highland Street and along the west bound frontage road of SH 114.  This option creates three (3) intersections within 1000’of distance. (1) Carroll Ave.-SH 114 frontage roads; (2) Kirkwood Blvd.-Carroll Ave.; and (3) Carroll Ave.-Highland.  The future of Carroll Intermediate School has not been determined.  Southern most option preferred by some residential property owners in the area.  To avoid the Panatonni development requires tight turning radiuses. Option #2  Utilizes the existing road alignment.  CISD administration property north of Highland Ave. and east of Carroll Ave. has not been platted. Opportunity exists for city to acquire needed right-of-way during the platting process.  Relocation of CISD Administration activities to the building located in Grapevine at the intersection of Kimball Ave. and Dove St.  Access from Aventerra tract III on to Highland Avenue (Access to E. Highland St. will be restricted to one full access location for residential uses or one emergency “crash gate” for CS, O1 and B1 uses). Option #3  Access from Aventerra Tract II on to Carroll Ave (Access to Carroll Ave. will be restricted to one full access location for residential uses or one emergency “crash gate” for CS, O1 and B1 uses).  Closing of a 300’ section of Highland Ave. east of Carroll Ave. is required.  Road will cross CISD administration property. . Possible P&Z - 3 - MTP Amendment Recommendations: The following are possible recommendations to the City Council for the Planning and Zoning Commission to consider.  Recommend no changes to the MTP plan;  Recommend that the MTP plan be amended to indicate a general alignment of Kirkwood Blvd. (Option 1, 2 or 3) as it crosses the N. Carroll Ave./E. Highland St. intersection; or  Recommended that the Kirkwood Blvd. crossing of the N. Carroll Ave./Highland St. intersection be further studied in conjunction with the update of the Southlake 2025 (Thoroughfare Plan update).
