It is Southlake’s Comprehensive Plan – a blueprint for its future. It is a statement of Community Vision, Goals, & Objectives. It establishes public policy to help guide public and private development decisions in the future. 4 What is the Role of the Plan ? It is a policy guide for the City’s decisions on land use, transportation, public facilities, economic development, etc. It is the foundation for all development regulations (zoning, subdivision, etc.). Southlake will continue to be a vibrant community that epitomizes both economic and environmental sustainability.” 13 Goal 1 Promote quality neighborhoods that contribute to an overall sense of place and community. Quality neighborhoods are the cornerstone of our community. Quality neighborhoods are well designed and maintained, attractive, pedestrian friendly and safe. 14 Goal 2 Foster attractive and well designed residential developments to meet the needs of a diverse and vibrant community. 15 Goal 3 Maintain a balanced approach to growth and development in order to preserve the city’s assets (schools, public safety, and competitive edge in the region) and its fiscal health. 16 Goal 4 Develop a transportation system that minimizes traffic congestion, provides alternatives to the automobile, promotes energy efficiency, and allows expanded opportunities for its citizens to meet some routine needs by walking or bicycling. The design of the transportation system should act as framework that gives the city “character and functionality”. 17 Goal 5 Support a comprehensive integrated open space and recreation system that creates value and preserves natural assets of the city. Open spaces may include a combination of natural areas, parks, trails, and greens. A recreation system includes squares, educational and civic uses. 18 Goal 6 Preserve effective and efficient professional police, fire and communication services. 19 Phase II Process Overview 20 Phase II - Process Analyze existing land use distribution including location of vacant land uses Identify major development issues, opportunities, constraints, and incompatible land uses Establish distinct planning areas to focus efforts 21 22 23 24 Phase II - Overview Land Use Mobility Environment Character & Design 25 Land Use Element Establish principles, policies, and recommendations on land use based on Phase I Emphasis on land use scale, context, and design Establish a dynamic map with future land use locations with emphasis on creating neighborhoods EXAMPLE 26 Mobility Element Integrate the thoroughfare element with the land use element through design, character, and context guidelines Performance standards for different streets and streetscapes as avenues, boulevards, highways, and residential streets & alleys Shall integrate mobility goals with Phase I EXAMPLE 27 Environment Element Identify environmental constraints and features to protect Establish principles and guidelines to balance development needs and conservation Link this element to the land use, mobility, and other elements and to Phase I 28 Phase II Process Establish meeting schedule Finalize plan areas Establish deliverables for plan areas – Land Use element Mobility element Environment element Design, character, and context standards to tie the three elements to Phase I Combine all plan areas for seamless plan elements 29
