PROPERTY SITUATION: The property is located on the west side of the 2100 block of N. Carroll
Avenue.
LEGAL DESCRIPTION: Tracts 1A1B, 1A1D, 1A1E, 1A1E1, 1B, 2C1, and portions of Tracts 1A1A,
1A2, 2A, 2A1 & 2A2, situated in the A. Chivers Survey, Abstract No. 299
LAND USE CATEGORY: Low Density Residential
CURRENT ZONING: “R-PUD” Residential Planned Unit Development District
HISTORY: A zoning change, development plan and preliminary plat were approved for
“R-PUD” zoning in May 2004.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON 10/18/04 AND WE
OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF PLAT
APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. IF YOU HAVE ANY QUESTIONS OR NEED

1. Place the City case number ZA “04-064” in the lower right-hand corner of the plat.
2. Correct the number of private common area lots in the title block. Staff only counts 5 lots.
3. Correct the location of the POB in the legal description to read the northwest corner of Lot 5, Carroll
Meadows. The legal description states the POB is in the southwest corner of Lot 5.
4. The following changes are needed with regard to the legal description:
a) Correct the discrepancy between the legal description and the title block for the gross acreage.
b) A property corner is missing between calls #7 & #8 and between calls #9 & #10 (C4 & L4).
c) Correct the discrepancies between the legal description and call numbers 6, 10, & 18.
d) Correct the legal description to eliminate the gap between Lot 3, Block 11 and the Carter
property to the east. A small sliver of land is shown between the two properties.
e) Show and label all property corners as to type and size of monuments and whether found or
set.
f) Two intervisible boundary corners of the site must be geo-referenced by state plane
coordinates in accordance with section 8.03(B) of the Subdivision Ordinance No. 483 upon
submittal of the final plat, and, prior to acceptance of the subdivision by the City, a digital
computer file of the subdivision must be provided in accordance with Section 8.04 of
Ordinance No. 483.
5. Change the word “streets” to “rights-of-way” and delete the word “parks” in the owner’s dedication.

6. The following changes are needed with regard to adjacent properties within 200' to include properties
across any adjacent R.O.W.:
a) Label the 20’ U.E. on Lot 6, Carroll Meadows.
b) Show and label the street, lots and easements in Estes Park Phase 1.
c) Show the approved subdivision layout for Estes Park Phase III and label the area as
“Approved development plan and preliminary plat”.
d) Label the R.O.W. width for Carroll Meadows Court and Victoria Lane.
7. Add the following notes to the face of the plat:
a) The Private 25' Private Landscaping & Pedestrian Access Easement is dedicated to and
maintained by the Home Owners Association.
b) All common green areas are to be private common areas dedicated to and maintained by the
Homeowners’ Association.
c) No lot within this addition shall be allowed driveway access onto N. Carroll Avenue.
8. The following changes are needed with regard to easements:
a) Label the 5’ easement along lots 1 – 6, Block 11 and Lots 10 & 11, Block 6.
b) Label the 15’ easement along Lots 11, 12, & 14, Block 10.
c) Label the 15’ easement on Lot 21, Block 10.
9. Dimension the existing R.O.W. width for N. Carroll Avenue and E. Dove Street. Also provide a
distance from the centerline of Woodland Park Drive to Carroll Meadow Court.
10. The following changes are needed regarding the proposed lotting:
a) Label all front building setback lines, especially at any breakpoints or discontinuation.
b) Label the net acreage/square footage of each lot (chart format O.K.). Several labels are
missing.
c) Provide a minimum rear lot width of 125’ on Lot 9, Block 11 as it abuts property that is
currently zoned, platted residential, and has an approved Low Density Residential designation
according to the City Land Use Map.
d) Correct the lot area for Lot 10 as it does not match the lot configuration approved on the
preliminary plat.

11. The following changes are needed regarding Right-of-Way dedications and interior street geometry:
a) Label the width and provide dimensions for all proposed ROWs.
b) Label all perimeter ROW dedications in accordance with the Master Thoroughfare Plan.
Provide dimensions of all ROW dedications from property corners to the centerline and across
the full width of both N. Carroll Ave and E. Dove St. A total of 47’ from centerline is needed
for both N. Carroll Avenue and E. Dove Street.
c) Provide street names not similar to any existing street names. Woodland Drive & Beaver
Drive already exist. Three streets with ‘Glen’ as part of their name exist.
INFORMATIONAL COMMENTS
* Staff recommends any proposed bufferyard areas be included in areas designated as common area.
* We recommend this plat not be filed until the construction plans have been substantially approved.
This will ensure adequate easements and finish floor elevations.
* It appears this property lies within the 65 LDN D/FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.
479. Additionally, the “Avigation Easement and Release” shown in Appendix 3 of the Subdivision
Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat Records.
* A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off-site sewer extensions, off-site drainage and utility easements and impact
fees.
* Please submit a revised blueline "check print" prior to submitting blackline mylars with original
signatures.
* A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject
property from each taxing authority must be provided to the City prior to filing this plat in the County
records. A copy of this information may be obtained from the Tarrant county Tax
Assessor/Collector’s Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red
courthouse). There is a service charge of $10 per account for this certificate. For more information

* Original signatures and seals will be required three blackline mylars prior to filing the plat. Also
required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original
signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than
signatures or seals, appear on the plat.
