BACKGROUND INFORMATION
OWNER/APPLICANT: Estes Park, Ltd.
PURPOSE: The purpose of this request is to receive approval of a final plat in order to
begin construction of a residential subdivision.
PROPERTY SITUATION: The property is located on the south side of E. Dove Street approximately
900 feet east of the intersection of Ridgecrest Dr. and E. Dove St.
LEGAL DESCRIPTION: A portion of Lot 2, Vann Addition and Tracts 1A, 1A2, 1A2A, and 1A1A,
situated in the A. Chivers Survey, Abstract No. 299
LAND USE CATEGORY: Low Density Residential
CURRENT ZONING: “R-PUD” Residential Planned Unit Development District
HISTORY: -A final plat for the Vann Addition was approved by City Council on March
15, 1983.
-A change of zoning to “R-PUD” and a preliminary plat were approved by
City Council on August 19, 2003.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON 1/20/04 AND WE
OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF PLAT
APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. IF YOU HAVE ANY QUESTIONS OR NEED

1. A plat vacation for Lot 2R Vann Addition must be approved and filed in the County Records.
2. Provide easements necessary for providing adequate franchise utility services and as may be required
in accordance with the approved construction plans. Place all easements in a manner that will insure
tree preservation, in particular, the most western northwest corner where trees were required to remain
as part of the zoning approval.
3. Label and provide dimension from the centerline of E. Dove Street to adjacent property boundaries
across E. Dove St. Provide dimensional ties from the deeded boundary and/or dedicated ROW to the
referenced monuments along Dove.
4. The following changes are needed regarding the proposed lotting:
a. Lot 2, Block 1 must have a minimum 80 feet of width measured at the front building setback
line. Also it appears that some lots fronting on cul-de-sacs and knuckles may be deficient as
well. Verify and correct as necessary.
* A proposal to extend Estes Park Road and Boulder Drive from proposed Phase 2 is currently

in process. If the 2 phase is approved as proposed, these streets will be exnted into the south
and east boundaries respectively and lots re-oriented to accommodate the extension.
5. Staff recommends that this plat not be filed of record in the county until the proposed infrastructure
has been constructed and substantially approved by the City.

Review Summary No. 5, dated July 30, 2003; subject to P&Z’s recommendations; require a minimum house
size of 4,000 square feet; reduce the number of lots on Dove Road by one lot and increase the number of lots
on the west side by one lot; and require the pond to be a retention pond, not a detention pond.

Motion was made to approve ZA03-023 subject to Development Plan Review Summary No. 4, dated July 11,
2003, specifically stipulating the approval of the plan containing 46 lots; that the perimeter fencing will be at
least 6’ high, made of rod iron, with posts placed in such a way that it will preserve existing trees; a berm with
appropriate ground cover will be installed in the lot owned by Paul and Marsanne Howard adjacent to those
identified in the plan tonight as lots 13 & 14 of Estes Park; subject to compliance with noise level reduction as
specified in Ordinance 479; there will be a 20’ bufferline installed along the north side of lot 14 as identified
tonight in the Estes Park plan; and within that bufferline, no trees will be removed..

* It appears this property lies within the 65 'LDN D/FW Regional Airport Overlay Zone, requiring
construction standards in compliance with the Airport Compatible Land Use Zoning Ordinance No.
479. Additionally, the Avigation Easement and Release shown in Appendix 3 of the Subdivision
Ordinance No. 483 should be executed on subsequent Plats to be filed in the County Plat Records.
* Prior to acceptance of the subdivision by the City, a digital computer file of the subdivision must be
provided in accordance with Section 8.04 of Ordinance No. 483.
* Add a note indicating to whom the common areas are to be dedicated to and whom shall be
responsible for maintenance. The provision establishing the HOA and maintenance of the common
areas must be included in the covenants and restrictions for the property. Provide an executed and
recorded copy to the City, prior to filing this plat.
* A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject
property from each taxing authority must be provided to the City prior to filing this plat in the County
records. A copy of this information may be obtained from the Tarrant county Tax Assessor/Collector’s
Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a
service charge of $10 per account for this certificate. For more information contact the

* Original signatures and seals will be required three blackline mylars prior to filing the plat. Also
required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original
signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than
signatures or seals, appear on the plat.
* A Developers Agreement is required prior to construction of any public infrastructure. The
Developer's Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off-site sewer extensions, off-site drainage and utility easements and impact
fees.
