Subject: Approve an Engineering Services Agreement (ESA) with KSA
Engineers, Inc. (KSA) to provide preliminary engineering design
services for the Randol Mill Sidewalk Improvement Study in an
amount not to exceed $136,000.

Background
Information: The purpose of this item is to conduct a study, which will complete
schematic design and field investigations necessary for the final
design of the Randol Mill sidewalk from Morgan Road to the
Southlake city limits. The proposed improvements involve the
addition of a 5-foot sidewalk to connect with the existing sidewalk at
Morgan Road. Additionally, field investigations will thoroughly assess
potential waterline and drainage enhancements within the
designated project limits.
In response to concerns raised by residents regarding pedestrian
safety along Randol Mill, this initiative became part of the December
2021 Pathways Master Plan Update. The newly proposed sidewalk
segment aims to enhance connectivity among neighborhoods
situated along Randol Mill Avenue, encompassing Dove Acres,
Enclave, Hillwood Estates, Regal Oaks, and Tuscan Ridge. The City
remains committed to prioritizing establishing a secure, seamless,
and efficient sidewalk network to facilitate connectivity between
neighborhoods and close existing gaps in pedestrian facilities. An
existing 8-inch water line along this corridor is currently identified as
Water Master Plan Project #19, which is to be upsized to a 12-inch
water line.
This agreement encompasses initial design and on -site surveys for
sidewalk improvements.

Item 4C
Executing the preliminary engineering design requires a
comprehensive investigation to produce a final design, which will
require a future agreement. Considering the existing conditions and
the need to incorporate new pedestrian facilities, the project may
involve additional considerations, including modifications to grading
and drainage and potential modifications to the existing water line.
The agreement amount for preliminary engineering design is not to
exceed $136,000 and includes a $12,000 contingency for any
additional engineering services.
Financial
Considerations: Funding for the agreement is budgeted as part of the approved FY
2023 Capital Improvement Program. This award is within the project
budget.
