WORK SESSION:
1. CALL TO ORDER: 6:00 P.M.
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code,
Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session
may be held, under these exceptions, at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to seek advice from
the City Attorney as to the posted subject matter of this Planning and Zoning Commission
meeting. Section 551.071: Consultation with attorney.
No executive Session was held.
3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases.

3. ADMINISTRATIVE COMMENTS.
Director Dennis Killough stated that this evening’s meeting is the last Planning & Zoning
Meeting for 2023. Next Planning & Zoning Meeting will be on January 4th, 2023.
4. CHAIRMAN COMMENTS
Vice Chairman Forman noting Chairman Kubiak’s absence from this evening’s meeting.
Chairman Kubiak will return for the meeting on January 4th, 2023.
5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING
COMMISSION MEETING HELD ON NOVEMBER 9, 2023.
A motion was made to approve Item 5, the minutes for the November 9th, Planning & Zoning
Commission Meeting.

6. Withdraw: ZA23-0066, Plat Revision for Lots 7R and 8R, Block 4, Harbor Oaks Addition,
being a revision of Lots 7 and 8, Block 4, Harbor Oaks Addition, an addition to the City of
Southlake, Tarrant County, Texas and located at 1100 and 1110 Harbor Retreat St.,
Southlake, Texas. Current Zoning: “SF-1A” Single Family District. SPIN Neighborhood #2
PUBLIC HEARING (Withdrawn by Applicant)
Vice Chairman Forman opened the Public Hearing. Dennis Walsh, 1115 Harbor Haven came
forward.
Vice Chairman Forman closed the Public Hearing.
A motion was made to accept the applicant’s request for withdrawal of Item 6 on the agenda,
ZA23-0066.

Director Dennis Killough provided a brief overview of item 7 per Vice Chairman Forman’s
request.

asked.
Vice Chairman Forman opened the public hearing and seeing no one closed the public hearing.
A motion was made to approve Item 7 on the agenda, ZA23-0035 subject to the staff report
dated December 1st, 2023, also subject to the plan review summary number three dated
December 1st, 2023, noting as it relates to the variance request approval that it be subject to the
City of Southlake minimum fire protection and access standards.

Zoning: “DT” Downtown District. SPIN Neighborhood #8. PUBLIC HEARING
Deputy Director Jennifer Crosby provided a brief overview of Item 8 per Vice Chairman Forman’s
request.

Vice Chairman Forman opened the public hearing and seeing no one closed the public hearing.
A motion was made to approve Item 8 on the agenda, ZA23-0065, subject to the staff report dated
December 1st, 2023, and subject to the Specific Use Permit Review Summary number one dated
November 16th, 2023, with the caveat that this SUP would be limited to a one-year approval.
