Background
Information: The purpose of this item is to revise the Fee Schedule to reflect new
and updated Community Services fees, including the proposed rates
for the Pickleball facility, and changes to certain Legends Hall
packages.
Pickleball Complex Rates
The City of Southlake City Council adopted the Southlake 2035
Parks, Recreation, & Open Space Master Plan on June 15, 2021.
Prioritized with the adopted plan was the construction of a new
Pickleball Complex. The bid for construction was awarded in March
of 2023, with construction beginning the week of April 17, 2023.
Substantial completion is expected for the beginning of December
with an opening timeline of late December 2023 or early January
2024.
Throughout this time, staff has been working with stakeholders
across City Council, SPDC, and Parks Board to develop an
Operations Plan for the Pickleball facility. Approving the fees and
rates of operation for the new pickleball complex is a crucial part of
finalizing the Operations Plan.
These fees were determined with a focus to develop a plan that
prioritizes use by Southlake residents to learn the game of pickleball
while still allowing players of all levels and ability and non-residents
to play.

The Hours of Operation will be from 7:00 AM- 11:00 PM daily. Free
Open Play will be available for members of different skill levels 6
days a week. In addition, daily Free Play (unstaffed) will be available
from 5:00 AM- 6:45 AM.
The Parks and Recreation Board recommended approval of these
rates with the following changes that are reflected in this memo.
1. Drop -in rate have a 0-2-hour time frame.
2. Asterisk noting that private and group rentals may not initially be
offered until full demand of the facility is understood.
A chart outlining area pickleball rates for reference is attached.
Legends Hall Packages
Legends Hall offers a variety of event packages for different
audiences. Specifically, Legends Hall offers two packages catering
to school districts for space rentals. The Sapphire School Package
dates are incorrect and need to be amended. Additionally, the

capacity limits of the Emerald School Package need to be amended
as well.
The current FY 24 Municipal Fee Schedule for the Sapphire School
Package currently states: "Monday — Friday (up to 200 guests)," but
it should read, "Monday -Thursday (up to 200 guests)."
Similarly, The Emerald School Package currently states "Monday —
Thursday (evenings)." It should read, "Monday -Thursday (up to 200
guests)."
No changes are being proposed to the actual rental fees for these
two packages.
Financial
Considerations: Amending the City Fee Schedule to reflect the Pickleball Complex
rates and Legends Hall changes will require no additional funding by
the City.

related to the Focus Area of Performance Management & Service
Delivery and the business objectives of delivering outstanding
customer experiences through innovation, passion, and a strong
culture and achieving strong outcomes through continual evaluation

WHEREAS, the City Council of the City of Southlake heretofore adopted
Ordinance No. 592 providing for the adoption of fees and revisions thereto from
time to time by resolution; and
WHEREAS, the City Council with Resolution No. 23-029, set a schedule of
fees for certain services; and,
WHEREAS, the City Council has reviewed the Fee Schedule and has
determined that certain fees should be amended in the fee schedule.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
Section 1. That Schedule of Fees be amended per the attached City of
Southlake Fee Schedule.
Section 2. That this resolution shall be cumulative of all provisions of
Resolution No. 23-029 of the City of Southlake, Texas, except where the
provisions of this resolution are in direct conflict with provisions of such
resolution, in which event the conflicting provisions of such resolution are hereby
repealed.
Section 3. That the fees established herein shall be effective upon passage
of this Resolution and shall take precedence over any fees previously adopted
which are in conflict herewith.

New Residential: For one and two family dwellings: new, additions or conditioned areas within accessory
buildings, a new residential permit including Building Permit, Electrical Permit, Plumbing Permit, Mechanical
Permit, Drainage Inspection Fee and Plan Review Fees, the permit fee shall be $50.00 plus $1.00/sf of the to-

surrounded by walls). The new residential permit does not include impact fees, as assessed by ordinance.
Residential Remodel & Accessory Building: For other accessory buildings or remodeling space inside
