2023-10-17 SPDC MinutesCITY OF SOUTHLAKE SOUTHLAKE PARKS DEVELOPMENT CORPORATION MEETING MINUTES OCTOBER 17, 2023 LOCATION: Southlake Town Hall, City Council Chambers, 1400 Main Street, Southlake, Texas SPDC MEMBERS PRESENT: Members Tamara McMillan, Secretary Frances Scharli, Kathy Talley, Ronell Smith, Amy Torres-Lepp (arrived at 4:40pm), and Randy Williamson: SPDC MEMBERS ABSENT: Members Lori Palmer STAFF PRESENT: Director of Community Services David Miller, Chief Financial Officer Sharen Jackson, and City Secretary Amy Shelley. REGULAR AGENDA: 1. CALL TO ORDER Southlake Parks Development Corporation President Randy Williamson called the SPDC meeting to order at 4:30 p.m. 2. PUBLIC FORUM President Williamson opened the public forum at 4:31 p.m. There being no one wishing to speak, President Williamson closed the public forum at 4:31 p.m. 3. CONSENT 3A. APPROVAL OF THE MINUTES FROM THE JOINT MEETING OF THE SOUTHLAKE PARKS DEVELOPMENT CORPORATION AND PARKS BOARD HELD ON AUGUST 1, 2023. President Williamson presented Item 3A, and there were no questions from the board. APPROVED A motion was made to approve the minutes from the Joint Meeting of the Southlake Parks Development Corporation and Parks Board held on August 1, 2023, as written. CONSIDER 4A. RECOMMEND APPROVAL OF A VENDOR/MEMBER AGREEMENT FOR THE PURCHASE AND INSTALLATION OF SYNTHETIC TURF, BALLFIELD FENCING AND AMENITIES AT BICENTENNIAL PARK AND BOB JONES PARK WITH GEOSURFACES FOR AN AMOUNT NOT TO EXCEED $11,600,000 AND THE REALLOCATION OF $11,600,000 OF APPROVED SPDC CAPITAL IMPROVEMENTS PROGRAM (CIP) FUNDS FROM THE SOUTHLAKE SPORTS COMPLEX (SSC) PROJECT TO THIS PROJECT TO ALLOW FUNDING. PUBLIC HEARING Director of Public Works Rob Cohen presented Item 4A and answered questions from the Board relative to drainage, infrastructure, construction process, scope, and field selection. President Williamson opened the public hearing at 4:56 p.m There being no one wishing to speak, President Williamson closed the public hearing at 4:56 p.m. APPROVED A motion was made to approve Item 4A, vendor/member agreement for the purchase and installation of synthetic turf, ballfield fencing and amenities at Bicentennial Park and Bob Jones Park with GeoSurfaces for an amount not to exceed $11,600,000 and the reallocation of $11,600,000 of approved SPDC Capital Improvements Program (CIP) funds from the Southlake Sports Complex (SSC) project to this project to allow funding. RATIFY EXPENDITURES RELATED TO THE TOWN HALL PLAZA PARK PROJECT CONCEPT DESIGN AND SURVEYING SERVICES PERFORMED BY TBG PARTNERS IN THE AMOUNT OF $56,500. Director of Community Services David Miller presented Item 4B and answered questions from the Board. APPROVED A motion was made to approve Item 4B, ratify expenditures related to the Town Hall Plaza Park project concept design and surveying services performed by TBG Partners in the amount of $56,500.
