1. CALL TO ORDER
Will Doby called the meeting to order at 6:30 p.m.

A. Boards and Commissions Ordinance
Former Director Ken Baker has been working as a consultant for a special
project with the City to consolidate ordinance's for City boards, commissions and
committees into one ordinance to apply to all. Included in changes are changes
to terms and conditions to office, directly affecting Library Board. New ordinance
draft will go to Council in October, with first reading in November. Changes
include: terms of two years, and members may not serve for than three
consecutive two-year terms for a single board, unless they have served as Chair
during their service period; absences are reported to the Council after two
consecutive occurrences and are no longer excused or unexcused; the position
of Chair is now appointed by Council, though Board will elect a Vice -Chair to
serve a term of one year. Council can appoint someone ex-officio for a term of
one year, if they feel their expertise will benefit the board; bylaws must now
reflect the manner of holding and calling regular meetings, which differs from
current practice of holding one meeting per month. Once the draft is approved by
Council, the Board will then review the bylaws for updates and revisions where
necessary.
4. LIBRARIAN'S REPORT
In August, overall circulation is up 6%, and overall print is up 9%. Total overall
circulation for August is at 43,941, which includes total circulation of 34,091, and
all digital services at 9,850. There was a 7% decrease in traffic to the facility, but
is up 19% for the year overall, and we saw a 69% increase in traffic to digital
services. Library cards down 3% for the month, and 1 % for the year. Library saw
an increase of 18% for the year overall for programs but was attendance was
down 7% for the month. Programming was up 108% for adults, up 123% for
youth, and down 15% for story time. Strongest performers were youth programs,
adult programs, cloudLibrary, Brainfuse, Ebsco, and Libby.
5. LIBRARY FOUNDATION OF SOUTHLAKE NEWS
Library Board Member Lori Burr introduced the first ever FalUWinter Reading
Program that will be held from Monday after Thanksgiving to the Monday kids
return to school in January. Program is open for kids from kindergarten through
eighth grade and is game themed. The program will be Funopoly, and participants
get a ticket with every book read.

6. NEW BUSINESS
No new business, but Library Board members did inquire as to the notification
process for new board opportunities and elections. This will be the last official
meeting for Virginia Hinkle.
7. PUBLIC FORUM
The public forum opened at 7:02 p.m. asking anyone wishing to speak to come
forward. One member of the public was in attendance, Colleen Golestan, but she
requested not to speak. There being no public comments from public in
attendance, the forum was closed at 7:02 p.m.
8. ADJOURNMENT
The next meeting will be scheduled for October 25th, 2023.
