STAFF PRESENT: Director of Community Services Chris Tribble, Deputy Director David Miller, and Assistant to the Director Milenka Lopez, Development Engineer Sandy Endy REGULAR AGENDA 1. CALL TO ORDER Chair Frances Scharli called the regular Parks and Recreation Board meeting to order at 6:03 p.m. 2. CONSENT AGENDA 2A. APPROVE MINUTES FROM THE REGULAR PARKS AND RECREATION BOARD MEETING HELD AUGUST 1, 2023 The minutes of the August 1, 2023, regular Parks and Recreation Board meeting were approved with no changes or corrections. Consent Agenda items are considered to be routine and are enacted with one motion by the Board. APPROVED A motion was made to approve the Consent items, including the minutes of the regular Park Board meeting held August 1, 2023. PUBLIC FORUM Chair Scharli opened Public Forum at 6:04 p.m. Christopher Sanders of 816 Rhone Island spoke about the Bob Jones Nature Center and stated there needed to be more water sources for the wildlife. Susan Steinbrecher of 816 Rhone Island spoke in relation to the Bob Jones Nature Center and stated there needed to be more water sources for the wildlife. Chair Scharli closed Public Forum at 6:10 p.m. 4. CONSIDER 4A. ELECTION OF PARKS AND RECREATION BOARD VICE CHAIR AND SECRETARY Chair Scharli presented item 4A and requested nomination for the Board Vice Chair and Secretary positions. A suggestion was made for Paul Venesky to remain Vice Chair and for Magdalena Battles to serve as Secretary. APPROVED A motion was made to elect Paul Venesky as Vice Chair and Magdalena Battles as Secretary. Motion: Bedwell Second: Thomas Ayes: Scharli, Venesky, Bedwell, Battles, Kienast, Thomas, Klaas Nays: None Abstain: None Vote: 7-0 Motion carried. 4B. RECOMMENDATION ON PROPOSED DEDICATION OF A SANITARY SEWER EASEMENT AND A TEMPORARY CONSTRUCTION EASEMENT TO TRINTY RIVER AUTHORITY ON LOT 30, BLOCK 1, KIRKWOOD HOLLOW ADDITION, BEING LOCATED AT 3000 N. WHITE CHAPEL BLVD. Director of Community Services Chris Tribble presented a request for a sanitary sewer easement for a proposed 30-inch sanitary sewer pipe and a temporary construction City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Minutes of the September 11, 2023 Parks Board Meeting Page 3 of 3 easement within Lot 30 Block 1 of the Kirkwood Hollow Addition and was available to answer questions. Sandy Endy from the City's Public Works Department attended the meeting to answer questions. The purpose of the proposed improvements is to increase the pumping capacity of TRA's Kirkwood Lift Station to meet anticipated flow conditions in the DCPS. APPROVED A motion was made to recommend the proposed dedication of a sanitary sewer easement and a temporary construction easement to Trinity River Authority on Lot 30, Block 1, Kirkwood Hollow Addition, being located on 3000 N. White Chapel Blvd. Motion: Venesky Second: Bedwell Ayes: Scharli, Venesky, Bedwell, Battles, Kienast, Thomas, Klaas Nays: None Abstain: None Vote: 7-0 Motion carried. 5. DISCUSSION 5A. PARKS AND RECREATION UPDATE Director Tribble presented the park and recreation update and was available to answer questions. 6.
