Work Session was called to order by Mayor John Huffman at 5:31 pm.

Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of
allegiance to the United States and Texas Flags.
3. SOUTHLAKE BUSINESS SPOTLIGHT — ROBOTLAB INC., LOCATED AT 950
E. STATE HIGHWAY 114, SUITE 160, INSIDE VARISPACE SOUTHLAKE
Economic Development Specialist Stephanie Bernard introduced a video showcasing the
Southlake Business Spotlight for Robotlab, Inc., located at 950 E. State Highway 114,
Suite 160.
4. RECOGNITION OF NATIONAL CUSTOMER SERVICE WEEK, OCTOBER 2-6
Operations Manager, Customer Relations Melody Andersen provided events which
recognize National Customer Service Week and celebrates our customers and the team
members who serve them.

1. CALL TO ORDER
Regular Session was called to order by Mayor Huffman at 5:45pm.
Councilmember Randy Robbins had not returned to the dais for this item.
2A. EXECUTIVE SESSION
Mayor Huffman announced the City Council would go into Executive Session pursuant to
the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney; Section 551.072 deliberation regarding real property;
Section 551.074 deliberation regarding personnel matters; and, Section' 551.087
deliberation regarding economic development negotiations. City Council adjourned for
Executive Session at 5:45pm. Executive Session began at 5:54pm and concluded at
6:45pm.
2B. RECONVENE
Mayor Huffman reconvened the meeting at 6:48pm.
As a result of Executive Session, a motion was made to direct the City Manager to enter
into a Memorandum of Understanding for Project No. 2023-02, Option A, as discussed in
Executive Session.

the 2023 Citizen Satisfaction Survey.

"CURFEW FOR MINORS" OF CHAPTER 15, "PUBLIC SAFETY" OF THE
SOUTHLAKE CITY CODE.

Motion was made to approve Consent Items 4A-4D, as written, including moving Items
6A, 6B, 8A, 813, and 913 from the Regular Agenda to the Consent Agenda, and noting the
following:
- Item 4B — Resolution No. 23-023, reauthorizing the framework, role,
responsibilities and providing appointment of the Target Industry Recruitment Task
Force with oversight from the Community Enhancement and Development

Rich DeOtte, 112 Keystone, spoke in support of Item 8B, nomination for the Tarrant
Appraisal District board of directors.
Daniel Bennett, 408 Pemberton Street, White Settlement, spoke in support and opposition
of Item 813, nomination for the Tarrant Appraisal District board of directors.
Deanna Kienast, 1518 Main St., provided a speaker card to speak about the noise code,
but she was not present during Public Forum.
There being no one else wishing to speak, Mayor Huffman closed the public forum at
7:09pm.

- That although the "SF-30" single family residential district is typically not found to
be consistent with the "Low Density Residential" land use category of the City's
Land Use Plan, we find that this proposal is consistent given this is a pre-existing
tract of approximately .95 acres and therefore cannot be conforming under the
"SF-1A" single family residential zoning district, that there is no further subdivision
or increase in density (one single family residential unit) and the tract will remain
in character with the surrounding properties.

- And on the eastern elevation sign:
