Item 9B - Staff ReportSOUTHLAKE PLANNING & DEVELOPMENT SERVICES STAFF R EPORT October 10, 2023 CASE NO: SV23-0017 PROJECT: Sign Variance for Pizza Hut EXECUTIVE SUMMARY: Priority Signs and Graphics, on behalf of Pizza Hut, is requesting approval of variances to Sign Ordinance No. 704, as amended, for Pizza Hut located at 100 W. Southlake Blvd Suite 100, Southlake TX, 76092. DETAILS: The property is located at the northwest corner of the intersection of N. White Chapel Blvd and Southlake Blvd. Pizza Hut is requesting to replace their existing sign, and the new sign requires variances for sign and logo area, along with the addition of red siding which is not specifically permitted by Sign Ordinance No. 704, as amended. At the Sign Board meeting on October 5, 2023, the Board recommended approval of the sign area and logo area variances conditioned on the applicant removing the existing awning and placing the new sign on the lower portion of the building where the stucco is, and denying the red flush aluminum panel. The applicant has provided a revised rendering based on the Sign Board's recommendation; however, the applicant respectfully requests that City Council consider their original proposed sign (Option 1). Hall No. 686 Addition CURRENT ZONING: "S-P-2" Generalized Site Plan District HISTORY: August 15, 2000, City Council approved a variance to allow a maximum letter height of 60 inches for the existing "Tom Thumb" sign with a Pharmacy tag line. February 19, 2008; City Council approved the "Tom Thumb" sign (60 inches) and "Pharmacy" sign without the mortar and pestle and did not approve a "Signature Cafe" sign. (SP08-016) March 5, 2020; Sign Board approved the motion to table a sign variance request for parking lot grocery pick-up signage. (SV20- 0005) SIGN BOARD: October 6th, 2023: Approved (7-0) subject to the Staff Report dated September 2911, 2023. Noting approval of the sign area and logo area variances conditioned on the applicant removing the existing awning and placing the new sign on the lower portion of the building where the stucco is, and denying the red flush aluminum panel. CITY COUNCIL: STAFF COMMENTS: City Council approval of the request does not eliminate the requirement for a sign application submittal prior to sign installation.
