We respectfully ask that anyone stepping forward to speak during public forum limit remarks to three minutes or less.) 3. CONSIDER 3A. APPROVE MINUTES FROM THE May 9, 2023, CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING APPROVED (6 — 0) Motion: CCPD Board Member proposed a motion to approve the minutes from the May 9, 2023, CCPD Board Meeting. Second: CCPD Board Member 3B. APPROVE ITEM 36 APPROVAL OF THE AMENDED 2023 CRIME CONTROL BUDGET & ADOPTION OF THE CRIME CONTROL 2024 BUDGET APPROVED (6 — 0) • Comments made by Chief Financial Officer Sharen Jackson: The budget includes the continuation of the SRO program at 1.8 million and the Town Square security initiatives. Chief Brandon discussed the requested items at our previous meeting, and he will discuss the newly added items during today's meeting. The first is the addition of one (1) less than full-time SRO to cover The Clariden School. Although The Clariden School is a private school, the parents are still required to pay taxes. The Police Department looked at the security needs of the school and determined to move forward with providing an SRO at Clariden to ensure their safety. Keep in mind, even if Clariden does not have an SRO assigned, the school is still within the City of Southlake and it is still up to our police department to respond, if a situation were to occur. Therefore, the Southlake Police Department would like to move forward with the recommendation to add one (1) less than full-time SRO to The Clariden School. The second item that was added is the K-9 Decoy Training. The K-9 Decoy is the person who wears the bite suit for the dog to train on. There is a great deal of technique that goes into this training to ensure the safety of the dog and the handler. The decoy trainer currently assists the K-9 training group. The decoy trainer is constantly volunteering to train the dogs and we asked him to become a vendor with the City so that we can pay him throughout the year for this training service. Any questions on these items or the equipment needs listed? • Comments made by Chief Financial Officer Sharen Jackson: The last item that was not included in last month's budget preview was the approval of Capital Project funding which is $334,000 for the completion of the EOC. This increase is a cost escalation due to the increase in construction costs. Any questions on this item? Next, I've provided an overall fund summary that was included in the budget packet. For FY23, we are amending the interest income up, because in the previous year we had treasury notes that were tied up and the interest was low. We were very conservative on how we projected those notes. All of those notes have now matured. We are receiving a higher interest rate so we're amending the interest income up in 2023 and adding $95,000 in FY24. The Crime Control total final budget that the City is recommending for 2023 is $2.5M with a total Fund Balance of $4.3M in reserves. The proposed budget for FY24, we're projecting $2.5M in revenue and the total proposed expenditures of $2.2M, leaving the year with a Fund Balance of $4.2M in reserves for the proposed budget of 2024. Additionally, the new property tax that the governor wants to implement does not impact the City of Southlake. The City already gives 20% towards the Homestead Exemption and that's the maximum percentage that the statute allows. City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Minutes: July 25, 2023, 2023, Crime Control and Prevention District Board Meeting Page 3 of 4 • Question asked by the CCPD President: Can you explain the cost reallocation of lines items reflected in the amended budget vs. the adopted budget? • Response by Chief Financial Officer Sharen Jackson: Yes, some of the items were listed as capital items and they were actually non -capital items, so we moved those items to the correct object code, it was just an internal reallocation. The items that were moved were included in the list of items that you initially approved. Also, there is money currently set aside for the completion of the EOC. These funds are cash on hand for the EOC project and will be transferred out to the Capital Project Fund. We've already set the budget for the EOC, and the budget was established over two years ago. We can all agree that the cost of construction has increased since then. This is the reason for the cost escalation in preparation for when we go out to bid on the EOC project. The other difference is the addition of two new capital items that Chief Brandon discussed, the new SRO position and the K-9 Training. Question asked by a CCPD Board Member: How is the EOC progressing? Response by Fire Chief Mike Starr: As of last week, the EOC team completed 60% of the construction drawings. We anticipate completion by the end of this year. We've also made progress on the walls and the materials, prefab, which allowed the schedule to be moved up. All of which is covered within the approved budget. It includes movable walls, soundproofing, and a video projection wall with multiple televisions so we can watch the weather and cameras. The entire space is approximately 3200 square feet. Motion: CCPD Board Member proposed a motion to approve Item 3B. DISCUSSION 4A. UPDATE -ON CRIME CONTROL AND PREVENTION DISTRICT SALES TAX Update given by Chief Financial Officer Sharen Jackson: The sales tax report reflects the most recent collection which was 6% above what we collected during the same period last year. We are trending slightly above budget at $60,000. We will end the year very close to the budget. It's still good to be in Southlake, although the sales tax is not what it's been. 4B. UPDATE ON THE SCHOOL RESOURCE OFFICER PROGRAM The SROs are preparing for the start of the new school year. Currently, the SROs are attending the TASRO Conference in Corpus Christi, Texas. During the first week of August, the less than full-time SROs will be rejoining us as the summer comes to an end. The police department has one SRO vacancy that we are looking to fill, it's one of the Rover positions. Currently, every school is covered, and we have a few less than full time applicants in the hiring process right now. 6. ANNOUNCEMENTS Next CCPD meeting: October 10, 2023, at 6:00pm. 7.
