WORK SESSION:
1. CALL TO ORDER: 6:00 P.M.
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code,
Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session
may be held, under these exceptions, at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to seek advice from
the City Attorney as to the posted subject matter of this Planning and Zoning Commission
meeting. Section 551.071: Consultation with attorney.
No Executive Session was held.
3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases.

5. CONSIDER: APPROVAL OF THE MINUTES FROM THE SEPTEMBER 7TH, 2023,
PLANNING AND ZONING.
6. Request to Table: ZA23-0035, Zoning Change and Concept Plan for 1390 Brown Lane
located on property described as Tract 1G, John Heirs Childress Survey Abstract No. 253,
City of Southlake, Tarrant County, Texas and located at 1390 Brown Lane, Southlake,
Texas. Current Zoning: “AG” Agricultural District. Requested Zoning: “SF-1A” Single Family
Residential District. SPIN Neighborhood #5. PUBLIC HEARING (This item was tabled at
the August 3, 2023, August 17, 2023, and September 7, 2023 Planning and Zoning
Commission meetings. Applicant is requesting to table the item until the October 5, 2023
meeting.)
A motion was made to approve Item 5, Minutes for Planning and Zoning Commission meeting
held on September 7, 2023., Item 6, ZA23-0035, Zoning Change and Concept Plan for
1390 Brown Lane l, applicant’s request to table item until the October 5th, 2023, Planning
and Zoning Commission meeting.

7. Consider: Ordinance No. 480-804, ZA23-0008, Zoning Change and Site Plan for
Southlake Marketplace, for property described as Lots 5, 6, and 7, Block 1, Southlake
Crossing Phase II, an addition to the City of Southlake, Tarrant County, Texas and located
at 2001-2115 W. Southlake Blvd., Southlake, Texas. Current Zoning: “C-3” General
Commercial District. Requested Zoning: “S-P-1” Detailed Site Plan District. SPIN
Neighborhood #10. PUBLIC HEARING (This item was tabled at the applicant’s request at
the September 7, 2023, Planning and Zoning Commission meeting.
Planning Manager Reagan Rothenberger provided a brief overview of item number 7 per
Chairman Kubiak’s request. questions were asked.

The applicant – Buck Wheeler, questions were asked.
Chairman Kubiak opened the public hearing and seeing no one closed the public hearing.
A motion was made to approve item 7, ZA23-0008, subject to the revised staff report dated
September 15th, 2023, subject to plan review summary number 4, dated September 15th,
2023, and motion approval of the variance requested.
