Action Requested: Approve Resolution No. 23-024, appointing members, and chairs to various positions on the Alliance for Community Engagement, Community Enhancement Development Corporation, Crime Control & Prevention District, Library Board, Metroport Teen Court, Senior Advisory Commission, and the Southlake Arts Council. Background Information: Each year, the City Council appoints members of the public to various boards, commissions and committees. Each member is appointed for a two-year term unless indicated otherwise. Appointed members shall be citizens of Southlake and registered voters. Members of the public indicate their interest to volunteer by submitting a completed application to the City Secretary's Office. Applications are available on the City's website and from the City Secretary's Office. In preparation for the October appointments, Mayor Huffman sent an email to all board and commission members asking for referrals. The City Secretary's Office also sent an email to board members with expiring terms to determine interest in reappointment to their respective board or interest in a different board. The City Secretary's Office also publicized the upcoming October appointments with MySouthlake News. com, on social media, and in the Volunteer Southlake newsletter that was sent to 1,965 subscribers. On August 16, 2022, the City Council approved Ordinance No. 12228A, relative to the boards, commissions, or committees. This ordinance identifies the following for the Council to make appointments to chair positions: • Building Board of Appeals • Capital Improvements Advisory Committee (only if P&Z is not serving as the CIAC committee) • Library Board • Parks and Recreation Board • Alliance for Community Engagement • Senior Advisory Commission • Southlake Arts Council • Southlake Parks Development Corporation • Tax Increment Reinvestment Board • Zoning Board of Adjustment On September 1, 2023, Council received a binder that included applications filed with the City Secretary's Office for these boards as well as an outline of each board detailing the current membership, terms expiring, and noting existing members who expressed an interest to be reappointed. The boards identified for appointment in October, together with the individual place terms set to expire, are highlighted and listed below. RESOLUTION NO. 23-024 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO POSITIONS ON THE ALLIANCE FOR COMMUNITY ENGAGEMENT, COMMUNITY ENHANCEMENT AND DEVELOPMENT CORPORATION, CRIME CONTROL AND PREVENTION DISTRICT BOARD, LIBRARY BOARD, METROPORT TEEN COURT, SENIOR ADVISORY COMMISSION, AND THE SOUTHLAKE ARTS COUNCIL PROVIDING AN EFFECTIVE DATE. Whereas, the City Council appoints members of the public to boards, commissions and committees to serve a two-year term, unless indicated otherwise; and Whereas, each appointee shall be a citizen of Southlake and be a registered voter; and Whereas, the membership and qualifications for each board, commission and committee are identified by City Charter, ordinance, or resolution; and Whereas, the City Council will make bi-annual appointments for Council -appointed boards; and Whereas, the City Council desires to appoint members to positions on the following boards: • Alliance for Community Engagement • Community Enhancement and Development Corporation • Crime Control and Prevention District Board • Library Board • Metroport Teen Court • Senior Advisory Commission • Southlake Arts Council THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2. The following citizens are appointed to serve as board, commission or committee members for the stated terms and until their successors have been duly appointed and qualified by Council.
