A DECOR.0 4 TILE -WOOD -STOW Comments, Questions and Concerns: Question: Access towards rear of building for deliveries — you are proposing to extend the roadway near the school to S. Kimball Ave? Answer: Correct, the city will require us to extend the public roadway from the eastern property line to the western property line. Comment: The schematic shows only one reasonable way for deliveries to be made, which is using the street right next to the school. That is a highly utilized pickup area, so I would be concerned for the children's safety. The city's responsibility is to protect the safety of our children and the citizens. You will be adding semi -trucks, box trucks, contractor delivery trucks, and pick-up trucks with trailers/flatbeds all coming through by the school because you cannot use 1709 as an access point — there is not enough room. For these reasons, I oppose this plan. Answer: As a part of this plan, we will work with staff to obtain approvals for delivery after operating hours, which would keep large trucks off the public roadways during peak school traffic hours. We can also look to limit the delivery hours to certain times throughout the night. There is enough room for trucks to use the access point from 1709, they do not have to always use S. Kimball Ave. Comment: I agree, there is no room for trucks to use the access from 1709 to make deliveries. This is not a good place for this development. There are many other spots for this development in the city. Many of our kids go to that adjacent school. What are the noise ordinances for making deliveries at night? I know Central Market has a sign that indicates no semi -truck deliveries between 11:00 PM and 6:00 AM. Comment: I am also concerned as a parent. I already see semi -trucks come through our neighborhood because they are lost. I've witnessed 5-6 accidents all on S. Kimball Ave. from cars trying to make a blind left at the north exit of PGA Superstore. I'm worried that trucks will not know they are entering a school zone until they are upon it. This school does have peak drop-off and pick- up hours; however, it is also busy during evening hours for sporting events and on the weekends for extracurricular activities. This school is used well into the night for practices throughout the year. This is a very high use area, and we are concerned about the safety of our kids. We are a supportive community and there are many other locations where this development can go. When developments begin to creep into residential areas, you will start to see pushback from the residents. Comment/Question: I am a former councilmember and worked on the city's master plan, and this area has always been difficult. We do welcome your business to our town; however, for this spot this is too high intense of a use. Are you planning to build up the land more when you put your foundation in? Answer: We do not know where the building will fit from a topography standpoint because we have not begun the engineering for the site. Comment: I encourage you to look into that, because when dirt moves, we get into the drainage of the area — a part goes north, and a part goes south. When you build up, the lighting also goes higher. Please look into other options for this development. Answer: Drainage and stormwater runoff is a huge piece of the development process, so they would not allow us to project approval without extensive plans. Comment: This building is not compatible with our neighborhood. I'm concerned about your truck traffic and our children's safety. We will have light problems and serious drainage problems. I am opposed to the design and placement of the building next the school. Comment: I feel like this is a bad placement for this type of development. I've visited two other Floor & Decor locations that are off major highways. We also have a Lowe's and Home Depot already that I would hate to see not thrive due to your store. Response: Lowe's and Home Depot only have about 4 aisles of hard surface flooring. I don't believe these businesses will be affected by a Floor & Decor coming in. Comment: My main concern is traffic. Comment: I do not see any routes for traffic flow/deliveries or articulation of the building on this plan, so we would like to see those. Response: We will have to continue the road off S. Kimball Ave., it's a requirement from the city. So, we would assume a similar traffic pattern to what Marshall's and PGA Superstore use now for that access off S. Kimball Ave. Comment: I'm a parent and I'm afraid of all the trucks and trailers using the road connection next to the school to access this property. There are many kids who walk to school using this area. You cannot compare the amount of traffic for Marshall's and PGA Superstore to this type of development because of the offerings they have. The construction materials and types of trucks used to haul equipment away vs a golfer or a shopper does not compare. Response: Most of our contractors and merchandisers pick up their materials in pick-up trucks and sometimes trailers. Comment: Regardless, the type of traffic this development will bring is so unsafe. I will continue showing up to protest this. Comment: I am here to oppose this item tonight. What I can't connect is we have industrial type areas in east Southlake, and I believe this development is more commercial and industrial then retail. Response: Retail makes up 80% of the building. There are two schools located right next to this property. Kids walk this are before and after school. With the additional traffic it will become unsafe for kids to be in the area. Even during busy periods, traffic flows fairly easily on 1709 due to no semis being on the road. Adding semis to this would be a disaster and slow the traffic flow drastically. Second, I'm concerned about this type of store being so close to Dawson Middle and Eubanks Intermediate Schools. After school, a lot of students walk through this area to go to Torchy's etc. and the transient clientele (as witnessed while shopping at other locations) this type of store would bring in is concerning. This kind of business should be located on a highway not on the main road through our city which already has horrible traffic and accidents all the time. Not to mention this location is way to close to EIS and DMS. It would be unsafe for the kids with this business being so close with tractor -trailers coming and going all the time. I can only imagine the problem adhering to school zones with people who do not have children in CISD. Additional traffic and clientele from all over the metroplex presents a safety concern to our walkers, bike riders, bus routes, and neighborhood families.
