Item 4B - MemoCITY OF SOUTHLAKE MEMORANDUM October 3, 2023 To: Shana Yelverton, City Manager From: Daniel Cortez, Director of Economic Development & Tourism Subject: Item 4B - Resolution No. 23-023, reauthorizing the framework, role, responsibilities, and providing appointment of the Target Industry Recruitment Task Force with oversight from the Community Enhancement and Development Corporation. Action Requested: Approve Resolution No. 23-023, reauthorizing the framework, role, and responsibilities, and providing appointment of the Target Industry Recruitment Task Force with oversight from the Community Enhancement and Development Corporation. Background Information: The City Council's adoption of the Southlake 2035: Economic Development Master Plan Addendum, in March of 2021, established strategic goals for the Economic Development & Tourism Department. One of these strategic goals was to achieve economic prosperity through tax and employment base growth, attracting investment of private capital into our economy that grows jobs, creates opportunity, and increases tax revenue. Recommendation EDA1, within the plan, directs the City to utilize relevant economic health data to evaluate Southlake's commercial centers and work with property owners to identify challenges and potential solutions to filling vacant spaces in the post -pandemic economic environment. To help achieve this effort, the City must also dedicate its time to attracting an increased daytime population by recruiting new businesses that bring shoppers and diners to the community. In 2021, the City Council requested that City staff work with the Community Enhancement and Development Corporation (CEDC) to develop the framework, role, and responsibilities for a Target Industry Recruitment Task Force. To this end, in September of 2021, Resolution 21-029 was adopted by the City Council which established the framework and appointment for the task force. Since its formation, the task force has worked with staff to discuss and engage with potential target industry businesses and corporate prospects looking to relocate and assisted the City in achieving its economic goals such as reevaluating its target industries and providing direction on its workforce attainment program. With this reauthorization, the Task Force will be developing, with City staff, a formal Business Recruitment Program geared towards attracting key businesses within the City's identified target industries, identifying and evaluating business prospects for relocation, advise City staff on targeted marketing toward recruitment efforts, and providing leads on prospective businesses. These efforts will be conducted in coordination with the Community Enhancement and Development Corporation. Strategic Link: This item specifically addresses the City's management of its business by (133) maintaining an environment of future readiness by understanding and acting upon the forces, trends, and coming challenges affecting services.
