Review, discuss and make recommendations on proposed modification of permitted uses on Pinnacle Point Ph. II, located at 425 - 455 S. Kimball Avenue. 5. Review and make a recommendation for the proposed Moon Valley Nursery on approximately 11 acres located at 755 Randol Mill Avenue. 6. Review and make recommendations on proposed modification of permitted uses for the Wheelhouse development located at 880 — 950 Davis Boulevard. 7. Review, discuss and make recommendations for proposed revisions to the Feedstore BBQ site on approximately 2.15 acres located at 520 and 530 S. White Chapel Blvd. 8. Adjournment. MEETING OVERVIEW: On March 29, 2023 the Southlake Corridor Planning Committee held their forty-second meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City's website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. CITY OF SOUTHLAKE 0 ITEM #3 DISCUSSION — Review, discuss and make recommendations on the proposed Floor and Decor located on approximately 8 acres located at 2185 E. Southlake Blvd., generally located south of E. Southlake Blvd., west of S. Kimball Ave. and north of S. Village Center Dr. Staff presentation: Jenny Crosby • Future Land Use — Office Commercial and Retail Commercial o Applicant needs a land use plan amendment. • Zoning — B1 Business Service Park • Proposed Site Plan — 75,000 sq. ft. retail building for Floor & Decor • Village Center connection to S. Kimball Ave. Questions for staff by the Committee: N/A Applicant Presentation: Vanessa Masell Questions for Applicant by the Committee: Kathy Talley: This is essentially a pick-up store and not go shop in store? Applicant: It's both. Kathy Talley: Do more people pick up or shop in? Applicant: Its evenly split. Kathy Talley: I'm assuming semi -trucks will make the deliveries? Applicant: Correct. Kathy Talley: Is the road behind the proposed store sufficient for that type of delivery? Dennis Killough: Yes, it is a collector road. Shawn McCaskill: Multiple proposals and ideas for this piece of property. This is probably the best fit for that location. Work with city staff on building design, articulation, and materials. I like the concept. Amy Torres-Lepp: For some reason this is striking me as too big of a building for the space, especially off Southlake Blvd. with semi -truck deliveries and traffic. I will want to see a smaller footprint. Kathy Talley: I have the same sentiment, but reducing parking might help. Talk with staff about a tree variance. Southlake Corridor Planning Committee Item #3 — Floor & Decor Meeting #42 — March 29, 2023 Page 3 Michael Springer: I have concerns with Southlake Blvd. access because that is a busy intersection there. Especially around lunchtime with all the restaurants back in there. It's one way in and one way out, so you need to make sure you have adequate access in other areas. Do you have plans to interconnect with the school next door? Applicant: Yes, staff recommended a street connection from the east to west of our property. Austin Reynolds: You mentioned that the average building size is 80,000 sq. ft., so is the 75,000 sq. ft. close to the 80,000? Applicant: This is typically a smaller building footprint for us, but 75,000 sq. ft. will still service our needs. Austin Reynolds: Do you have smaller prototypes? Applicant: We do that are more served for smaller markets that do not have a high build forecast. The size of this building is based off our forecast for this area, which is why we want to stay within the 75,000 sq. ft. range. Amy Torres-Lepp: Dennis, how big is the store next door to PGA Superstore? Applicant: I did some research today and it might be over 100,000 sq. ft. of floor space. Austin Reynolds: Are you saying Marshalls and PGA Superstore together? Applicant: Yes, with those two combined the footprint is over 100,000 sq. ft. Dennis Killough: That might be close to correct. Amy Torres-Lepp: Regarding the warehouse, as you go through the process we will want details on hours for semi -trucks, especially during lunch time. Be prepared with those answers and studies. Applicant: Typically do overnight deliveries to keep trucks off busy roads during peak hours. That is something we would look to propose. Frances Scharli: The adjacent school creates a lot of traffic in the morning and around 3:00 PM. I would be sensitive to signage, especially in Southlake. The proposed signage might not work.
