Review, discuss and make recommendations on proposed revisions for Carillon Parc located at the northeast intersection of E. SH 114 and N. White Chapel Boulevard and south of E. Kirkwood Boulevard. 6. Review, discuss and make recommendations for a proposed Sixty Vines restaurant to be located at 581 State Street in Southlake Town Square. 7. Review, discuss and make recommendations on a proposed office, warehouse, and distribution building complex at 2100 Mustang Court. 8. Adjournment. MEETING OVERVIEW: On August 7, 2023 the Southlake 2035 Corridor Planning Committee held their forty-fourth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City's website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. CITY OF SOUTHLAKE 0 ITEM #7 DISCUSSION — Review, discuss and make recommendations on a proposed office, Court. warehouse, and distribution building complex at 2100 Mustang Staff presentation: Reagan Rothenberger • Future Land Use — Low Density Residential • Zoning — 1-2 Heavy Industrial • Conceptual Plan — 4 office/warehouse shell buildings o Buildings would replace the existing tank farm o Building 1 — 134,401 sq. ft. o Building 2 — 189,132 sq. ft. o Building 3 — 102,957 sq. ft. o Building 4 — 120,840 sq. ft. Questions for staff by the Committee: N/A Applicant Presentation: Scott Ellerman Questions for Applicant by the Committee: Frances Scharli: Are you eliminating the tree stand? Applicant: We will be removing these trees, yes. Frances Scharli: Will the trees you replace remediate the loss? My recommendation would be to meet the correct remediation. Applicant: We are applying for a variance because we do not meet the remediation standards currently, but we will maximize the amount of trees as much as we can. Daniel Kubiak: You will be remediating the entire site according to standards? Applicant: Correct. Daniel Kubiak: The use would be an improvement from what is there now. Be prepared for mitigation tactics and look at what we did previously for other cases. Applicant: We are not requesting any height variances; we are abiding by the guidelines. To balance the site, the retaining wall should screen the site well. Austin Reynolds: Aerial photo with ingress and egress on East — There's an intersection at the top right of the photo, is it useable for cross access? Applicant: No, this is currently gated — no light, no stop sign. It serves as emergency access only. Austin Reynolds: That's what I thought. That would continue as is? Applicant: That's correct. Dennis Killough: No improvement to the intersection itself. Cannot speak to the timing of the light either. Austin Reynolds: I think the City of Grapevine controls the timing of the light? Dennis Killough: Grapevine and TxDOT control the light. Austin Reynolds: I remember a concern with another case about how many trucks can get in and out in time. The light was green for only 5 seconds before it turned red again. Where I'm going with this is the backup of traffic from Brookfield and this company at that intersection with the rail line could be problematic getting in and out of this site. Think about this. How deep are these buildings? Applicant: Two western buildings are 250ft deep and two eastern buildings are 240ft deep. Austin Reynolds: It says 10% office, would you entertain a higher office percentage? Applicant: Absolutely, on the perspective tenant that would need it. Austin Reynolds: Maybe a shallower building? My concern with them is the depth of these buildings attracts trailer truck users rather than office uses. Applicant: We previously had a site plan iteration that included trailer positions that bisected the middle to be shared amongst all 4 buildings. We threw 30ft of the depth of buildings 3 and 4, as well as areas around the building to include more trees. I think there is a chance we still attract a similar tenant base based off a 21 Oft depth vs. 240ft depth. Austin Reynolds: I understand you are trying to get coverage. My hope would these buildings being shallower because of the profile of the tenant. Daniel Kubiak: What are the clear heights of the buildings proposed? Applicant: Building 1 and 2 will be 30ft clear and building 3 and 4 will be 28ft clear Daniel Kubiak: Reach out to the neighbors nearby and show them the renderings.
