Item 4N - MemoQCITY OF ISOUTHLAKE MEMORANDUM September 19, 2023 To: Shana Yelverton, City Manager From: Sharen Jackson, CFO Item 4N Subject: Item 4N - Resolution No. 23-018, amending the Fee Schedule Action Requested: Approval of Resolution No. 23-018, amending the City Fee Schedule Background Information: Annually, the City reviews the Fee Schedule. This review allows for comments on the clarity of the schedule and ensures that the fees are appropriate in covering the administrative and maintenance costs associated with providing the services. Below is an overview of the requested changes: • Public Works o Changes to the Administrative Processing Fee and Construction Inspection Fee as a result of HB 3492. Under HB 3492, cities may no longer base certain applications or fees on the value of an infrastructure project being considered. It is estimated that bringing the fees into compliance will result in 21 % reduction in the associated permit and review fee revenue. Staff will monitor and review theses fees throughout the year. o Add a Third -Party Drainage Plan Review fee • Community Services o Add Southlake Pickleball at Bicentennial Park fees. o Add new packages for Legends Hall, including the Sapphire School Package for non -Carroll ISD schools and an Aria Amphitheater Package. o Adjust Legends Hall packages, increasing coverage on certain packages from nine hours to ten hours, adding expanded time options, and expanding certain discounts to cover non -profits. o Increase the cost of napkin rentals due to rising cost of linen services, reduced the cost of the bar rental to reflect the removal of glassware, and removed the chaffing dish rental option. o Remove language from certain fees to increate clarity and remove specific restrictions. o Add an Events Monitor for Liberty Park at Sheltonwood events to address parking issues. • Planning and Development Services o Add Solar Permit, Temporary Concrete Batch Plant Permit, Generator Permit, and Miscellaneous Permit. A flat rate Manufactured House Permit has been requested, which should reduce the permit fee compared to the current formula. o Adjust the calculation of the New Residential, Residential Remodel, and Accessory Building permit fee calculations. Increase the General Contractor Registration fee and Construction Sales Trailer fees, as well as the Mechanical, Electrical, Plumbing, Fence and Wall, Irrigation, and Reroofing permit fees to cover the cost of plan review, inspections, vehicles, and staff time. o Add a Sidewalk Variance Request fee o Slight increase to Tree Mitigation fee. • Departments of Public Safety o Add Electronic Access Control Permit Fee. o Increase to Tent or Temporary Membrane Structure Permit. o Increase the minimum hours and fee of the After -Hours Fire Inspection fee to cover increased overtime costs. • City Manager's Office o Increase deposits and fees for Town Hall Foyer, Town Hall 3rd Floor Training Rooms, and DPS HQ Community Room in order to cover the increased technology investment and cleaning costs. Financial Considerations: The recommended fees allow the city to recoup a portion of the operational cost for providing the services.
