PROJECT: Site Plan for J.I.L. Cabinets EXECUTIVE
SUMMARY: Tom Hoover, on behalf of J.I.L. Custom Cabinets, Inc., is requesting approval of a
Site Plan revision on property described as Lot 2, Block A of North Davis Business
Park, City of Southlake, Tarrant County, Texas, and located at 2150 Greenwood
Drive, Southlake, Texas. Current Zoning: “I1” Light Industrial District. SPIN
Neighborhood #10.
DETAILS: The property is located approximately 400 feet northwest of the intersection of
Greenbriar Drive and Greenwood Drive. The purpose of this request is to seek site
plan approval for an additional 10 parking spaces and modifications to the
landscape plan, resulting in needed variances.

VARIANCES
REQUESTED:
• The applicant is requesting a variance to the Landscape Ord. 544-B,
Section 6.1, requiring all lots greater than 30,000 square-feet to have the
landscape plan prepared by a Registered Landscape Architect. The
applicant requests Tom Hoover, Engineer to complete the work in lieu of a
Registered Landscape Architect.
• The applicant is requesting a variance to the Landscape Ord. 544-B,
Section 10.1, requiring the continuance maintenance of all landscaping on-
site. Specifically, any landscaping proposed to be removed for the
construction of the proposed parking spaces must be replaced elsewhere

on the site. The applicant requests to not replant the four trees required
within the site due to lot constraints with the proposed parking lot addition.

BACKGROUND INFORMATION

PROPERTY SITUATION: 2150 Greenwood Drive, Southlake, Texas
LEGAL DESCRIPTION: Lot 2, Block A, North Davis Business Park, Tarrant County, Texas
LAND USE CATEGORY: Industrial
CURRENT ZONING: “I1” Light Industrial District
HISTORY: On February 4, 1986, the City Council approved a Final Plat for the North
Davis Business Park. At this point in time, the North Davis Business Park
was in the City’s extraterritorial jurisdiction.
On March 18, 1986, the City Council approved Ordinance No. 324
annexing the North Davis Business Park into the City of Southlake. At this
time, the “LI” Light Industrial zoning was placed on the properties within the
North Davis Business Park and the official zoning map updated at that
time.
In September of 1986, the City Council approved Zoning Ordinance No.
334, rezoning the property to “I-1” Light Industrial Zoning District.
On September 19, 1989, the City Council approved Zoning Ordinance No.
480 and adopted the official zoning map which placed “I-1” Light Industrial
zoning on the property.
On November 10, 1997, the City of Southlake released the Certificate of
Occupancy to J.I.L. Cabinets.
SOUTHLAKE 2035 PLAN: Consolidated Future Land Use Plan
The Southlake 2035 Future Land Use Plan designates this property as
Industrial.
Industrial is relatively free of unwanted side effects, such as unsightliness,
noise, odor, glare, vibrations, etc., is permitted in the Industrial category.
If meeting the qualification of relatively free of unwanted side effects,
suitable types of development in the Industrial category can be
characterized by the manufacturing, processing, packaging, assembly,
storage, warehousing and/or distribution of products. Ancillary commercial
and retail activities associated with these uses are permitted.
Pathways Master Plan & Sidewalk Plan
There are currently no sidewalks along Greenwood Drive or Greenbriar
Drive of the subject property. No sidewalks are required within the
development.

TREE PRESERVATION: The proposed landscape plan does not comply with the Tree Preservation
Ordinance. All landscaping for the development is required to be
maintained in perpetuity. Any landscaping proposed to be removed for
construction must be replaced on site. A variance to this requirement is
requested.
Additionally, a Landscape Architect is required to prepare the landscape
plan. Due to the small scope of work, a variance to this requirement is
requested.
PUBLIC INPUT: This item has not been heard at either SPIN or by the Corridor Planning
Committee.
