Storage addition of a climate controlled storage building at the existing
storage facility located at 1928 Brumlow Ave., generally located on the west
side of Brumlow Ave. approximately 700 ft. north of SH 26.
4. Review, discuss and make recommendations for a proposed
redevelopment to include a creative arts studio with retail, classroom space,
and private function space in an existing building; an outdoor marketpl ace
associated with the arts studio; and a concept for two additional buildings
for future office/retail/mixed use on an approximately 1.06 acre site located
at 8850 Davis Blvd.
5. Review, discuss and make recommendations for a proposed Tommy’s Car
Wash located at 101 N. Pearson Lane.
6. Review, discuss and make recommendations for a proposed residential
subdivision of two lots on approximately 1.69 acres at 600 Randol Mill
Avenue.
7. Adjournment.
MEETING
OVERVIEW:
On January 18, 2023 the Southlake 2035 Corridor Planning Committee
held their forty-first meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted, and the meeting time was
advertised on the City’s website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting .

ITEM #4 DISCUSSION – Review, discuss and make recommendations for a
proposed redevelopment to include a creative arts studio with retail, classroom
space, and private function space in an existing building; an outdoor marketplace
associated with the arts studio; and a concept for two additional buildings for
future office/retail/mixed use on an approximately 1.06 acre site located at 8850

o Site Specific Recommendations
▪ If the property is developed non-residentially, the scale of
development is intended to be consistent with the surrounding area
and uses. Low profile office/health and other identified target
retail/restaurant uses as identified in the Economic Development
Plan are encouraged.
▪ Non-residential buildings located along Davis should be located
near the front building line (front on Davis Blvd.) with parking or
most of the parking behind the building.

Frances Scharli: The buildings in the back - are these gazebos for the outdoor market?
Applicant: Pop up market would occur in the parking lot and in the park area near the
back of the property. No enclosed structures near the back.
Amy Torres-Lepp: Is there a zoning change involved?
Applicant: Yes, I think so. The church building was zoned CS and we were instructed
to rezone.
Dennis Killough: Mechanism to use site plan district zoning and write in specific
regulations and standards for operation. Regulations related to parking and tree
coverage that need to be addressed.
Gina Phalen: Is the parking shown already calculated for those existing buildings? It
does not look like enough for the site.

Applicant: Since we are unsure how this will develop out, either commercial, office, or
retail, we are not set on parking.
Amy Torres-Lepp: Challenge to give feedback – since this property is on Davis there
are other mixed-use developments around you. Without knowing what your plans are,
and not seeing parking plans or tree coverage renditions, whether this will be an art
studio or not, its tough to provide direction. I think m ixed use/retail would be okay.
Shawn McCaskill: It appears there is a lot happening on this property - impervious
coverage and some open space. You may receive pushback on impervious coverage,
density, and loss of tree coverage. You might want to reconfigure things.
Applicant: We had a tree survey done, and there are not many trees on the lot.
Shawn McCaskill: Even with the parking lot there is no tree removal?
Applicant: No. All the trees are around the perimeter of the lot. It’s a clean lot.
Austin Reynolds: I remember driving by this lot and it is wide open. Didn’t we look at
this a year ago? About a construction management group.
Applicant: That was us, in August 2020. We were contemplating purchasing the
property at the time and we wanted to use this space as o ur office.
Austin Reynolds: Directionally speaking, the use is good, but this feels like an
incomplete thought.
Applicant: I am trying to find out if I can move forward with the tenant at the church.
The rest of the space will have no specific tenants.
Austin Reynolds: We are not voting on anything tonight or giving you permission to
move forward. We are providing direction on things to look out for and address as you
move forward.
