PROJECT: Specific Use Permit for 1609 Hart Street
EXECUTIVE
SUMMARY: Southlake Exchange, LLC and The Vet Gal and Guys are requesting approval of a
Specific Use Permit (SUP) 1609 Hart Street located on a property described as
3R, Block B of the Hart Industrial Park Addition, City of Southlake, Tarrant County,
Texas and located at 1609 Hart Street, Southlake, Texas. Current Zoning: “I-1”
Light Industrial District. Proposed Zoning request presented prior to SUP: “S-P-1”
Detailed Site Plan District. SPIN Neighborhood #8.
DETAILS: The property is located on the south side of Hart Street approximately 500 feet
east of the int ersection of Brumlow Avenue and Hart Street.
To move forward with the SUP request, the proposed zoning request prior to this
item needs to be recommended for approval. The applicant is seeking an SUP to
allow the use of a small animal hospital within suite 100 of the multi-tenant building
located at 1609 Hart Street. The applicant is not modifying the site and/or
elevations to the currently adopted site plan and is requesting an SUP to permit a
small animal hospital in conjunction with a Zoning Change (ZA23 -0032) if the
change is adopted.

HISTORY: The subject property was annexed into the City of Southlake in 1987.
Zoning change from AG to “L-2” was approved in 1988.
“I-1” Light Industrial District zoning was approved with the adoption of the
Zoning Ordinance No 480 and the official Zoning Map on September 19,
1989.
On July 5, 2018, the City Council approved a final plat for Lots 1-4 Block A,
and 1-5, Block B, Hart Industrial Park.
On October 6, 1998, the City Council approved the plat revision for Lot 3R,
Block B.
SOUTHLAKE
COMPREHENSIVE PLAN: Consolidated Future Land Use Plan
The future land use designation for the site is Industrial.
Purpose and Definition: Industrial and business service development that
is relatively free of unwanted side effects, such as unsightliness, noise,
odor, glare, vibrations, etc., is permitted in the Industrial category. If
meeting the qualification of relatively free of unwanted side effects, suitable
types of development in the Industrial category can be characterized by the
manufacturing, processing, packaging, assembly, storage, warehousing
and/or distribution of products. Ancillary commercial and retail activities
associated with these uses are permitted. Public Parks / Open Space and
Public / Semi‐Public activities as described above may be permitted if
surrounding industrial uses do not pose hazards and are sufficiently
buffered.
Pathways Master Plan & Sidewalk Plan
Per the Sout hlake Mobility Plan under the Pathw ays Plan, there is not a
proposed sidewalk on the south side of Hart Street.

TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The tract has direct access to Hart Street, a 50’ undivided 2-lane dead-end
street. Hart Street has access to Brumlow Avenue, a 94’ divided 4-lane
arterial street.
A Traffic Impact Analysis (TIA) was not required.
TREE PRESERVATION: No trees are planned to be remove d.
UTILITIES: The site is served by a n 8-inch Sanitary Sewer Line and an 8-inch Water
Main.
CITIZEN INPUT: Due to the limited nature of this request, this project was not heard at SPIN
or by the Corridor Planning Committee.

formal submittal to the Planning and Zoning Commission subject to completing the changes noted
above .
* No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
* All mechanical equipment must be screened of view from right-of-ways and residential properties
in accordance with the Zoning Ordinance No. 480, as amended.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
FOR A SMALL ANIMAL HOSPITAL ON PROPERTY WITHIN THE
CITY OF SOUTHLAKE, TEXAS, LOCATED AT 1609 HART
STREET, BEING LEGALLY DESCRIBED AS LOT 3R, BLOCK B,
HART INDUSTRIAL PARK ADDITION, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT “A”, AND AS DEPICTED
ON THE APPROVED SITE EXHIBIT ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT “B” AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a Small Animal Hospital has been requested by a
person or corporation having a proprietary interest in the property zoned as “S-P-1” Detailed Site
Plan District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (21 and/or 22) of the
City’s Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the
persons interested and situated in the affected area and in the vici nity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general welfare
of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a Small Animal Hospital on property located at
1609 Hart Street, being legally described as Lot 3R, Block B, Hart Industrial Park Addition, and
more fully and completely described in Exhibit “A”, and as depicted on the approved Site Exhibit
attached hereto and incorporated herein as Exhibit “B” and provid ing an effective date, subject to

the provisions contained in the comprehensive zoning ordinan ce and the restrictions set forth
herein. The following specific requirements and special conditions shall be applicable to the
granting of this Specific Use Permit:
SECTION 2.
