residential subdivision on approximately 12.1 acres of land located at 300
W Bob Jones Rd. and 4440 N White Chapel Blvd.
7. Review, discuss and make recommendations for a proposed mixed-use
development including single family residential and commercial lots on
approximately 32.8 acres located at 1451, 1535, and 1537 Brumlow Ave.
and 1719 E Continental Blvd.
8. Review, discuss and make recommendations for a proposed residential
subdivision of two lots on approximately 1.69 acres at 600 Randol Mill
Avenue.

MEETING
OVERVIEW:
On May 22, 2023 the Southlake 2035 Corridor Planning Committee held
their forty-third meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted, and the meeting time was advertised on the
City’s website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #5 DISCUSSION – Review, discuss and make recommendations for a
proposed commercial building at 671 State Street, Lot 4, Block 16 of Southlake
Town Square.

• Concept Plan
o Proposed 1-story commercial building for a bank
o Approx. 5,200 SF
Questions for staff by the Committee:

Applicant Presentation: Frank Bliss
• Development will complete the corner
• Original development plan showed up to 10,000 sq. ft. building allowed here
• Regional bank interested in the building
• Building is about 5,200 sq. ft.
• More screening for the dumpster - or potentially reorient it (would be hard). Can
landscape the dumpster
• More parking for the site
• Wrap-around porch and rear patio
Questions for Applicant by the Committee:
Austin Reynolds: Can you talk about the aesthetics. After reading the packet, I think
those are exterior load bearing columns for a porch-looking extension of the roof. Is that
all metal exposed?
Applicant: It is engineered wood, also underneath. The best aesthetic for that in Town
Square is the Apple store where the wood inside the ceiling comes outside. Masonry
around the columns would probably be structural steel, and the building itself is brick.
Austin Reynolds: I like the wood. I don’t know about the columns, but I understand it is
trendy right now. I like the concept. I appreciate there is no drive-thru.
Applicant: Oh yes. We spoke to the bank and they agreed that no drive -thru is the
future.
Shawn McCaskill: I like the idea that this finishes the area. This could help partially
screen the parking garage. Option for glass and wood facing SH 114, or dressing up the
frontage roadside with more glass.
Applicant: We flipped the building to front SH 114 and it did not fit, so I gave the bank
the option to face SH 114 or State St. This is one of the reasons we included the wrap

around porch. We didn’t want this to look like the side, we wanted it to resemble a
second front. If there is a way to get more glass facing the SH 114 side, I will put that in
front of the architect.
Shawn McCaskill: State St. side looks so good, I would love to see that mirrored for SH
114 side.
Kathy Talley: Echo everyone - this is a great idea.
Amy Torres-Lepp: I feel the same way. More glass for sure - modern building looks
good.
Michael Springer: Add trees on the lobby side, for shading and coverage during the
summer months.
Applicant: We've got as many trees as possible in there that will fit the streetscape.
