PZ Minutes 03-23-2023 Planning & Zoning Commission Meeting Minutes – March 23, 2023 Page 1 of 4 REGULAR PLANNING & ZONING COMMISSION MEETING MARCH 23, 2023 LOCATION: 1400 Main Street, Southlake, Texas, 76092 Work Session – Executive Conference Room, Suite 268 of Town Hall Or City Council Chambers of Town Hall Regular Session – City Council Chambers of Town Hall MEMBERS PRESENT: Daniel Kubiak, Michael Forman, Craig Rothmeier, Michael Springer, Gina Phalen, Austin Reynolds, and Scott Dyche MEMBERS ABSENT: None STAFF PRESENT: Director of Planning and Development Services Dennis Killough; Deputy Director of Planning and Zoning Jennifer Crosby, Planning Manager Reagan Rothenberger, Commission Secretary Morgan Barclay, Administrative Assistant Denise Hernandez, and Administrative Assistant Melissa Burnett. WORK SESSION: 1. CALL TO ORDER: 6:00 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No executive Session was held. 3. Boards Manual Update with City Secretary Amy Shelley. 4. Director Killough bid farewell to Commissioner Dyche on behalf of the Planning and Zoning department. Director Killough also advised that the next Corridor Planning Committee meeting will be held on Wednesday, March 29th, 5:30 PM in the Council Chambers. 4. CHAIRMAN COMMENTS None CONSENT AGENDA: 5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON JANUARY 5, 2023. A motion was made to approve item 5 on the consent agenda. Consider: ZA23-0003, Development Plan & Site Plan for Kirkwood East located on a property described as Lot 4R1, Block 1, Sabre Group Campus Addition, Southlake, Tarrant County, Texas and located at 1400 W Kirkwood Blvd., Southlake, Texas. SPIN Neighborhood #1 Current Zoning: “NR-PUD” Non-Residential Planned Unit Development PUBLIC HEARING Planning Manager Reagan Rothenberger provided a formal overview of item number 6 per Chairman Kubiak’s request. The applicant came forward, and questions were asked. Chairman Kubiak opened the public hearing and seeing no one closed the public hearing. A motion was made to approve item number ZA23-0003 subject to the staff report dated March 17, 2023, and subject to the plan review summary number 2 dated March 17, 2022. Noting recommendation for approval of the variance requested. Consider: ZA23-0005, Zoning Change and Site Plan for Green Acres Nursery located on a property described as Tract 3D, W.R. Eaves No. 500 Survey, Southlake, Tarrant County, Texas, and located at 1963 W. Southlake Blvd., Southlake, Texas. Current Zoning: “C-2” Local Retail Commercial District. Proposed Zoning: “S-P-1” Detailed Site Plan District. SPIN Neighborhood #10 PUBLIC HEARING Planning Manager Reagan Rothenberger provided a formal overview of item number 7 per Chairman Kubiak’s request. The applicant came forward, and questions were asked. Chairman Kubiak opened the public hearing and seeing no one closed the public hearing. A motion was made to approve item number 7 ZA23-0005 subject to our staff report dated March 17, 2023, and also subject to the plan review summary number 2 dated March 17, 2023 and noting applicants willingness to consider providing renderings to City Council showing berms along Southlake Blvd. as well as an option reducing the parking and moving it back from Southlake Blvd. and including the finding that while the site has retail commercial designation on the northern end of the site and the medium density residential land use designation on the southern end, that the commission finds the proposed use is consistent with a land use plan given the entire site is currently his zoned “C-2” General Commercial District as well as the proposed zoning is further aligned with a land use plan, as the area within the medium density residential designation will primarily be used for the cultivation of plants, storage of landscape supplies as well as open space. Consider: ZA23-0007, Plat Revision for Lot 7R, Cross Timber Hills Phase III Addition, located on a property described as Lot 7, Block 6, Cross Timber Hills Phase III Addition, an Addition to the City of Southlake, Tarrant County, Texas and located at 1352 Lakeview Dr., Southlake, Texas. Current Zoning: “SF1-A” Single Family District. SPIN Neighborhood #5 PUBLIC HEARING Per Chairman’s request Item 8 was presented first. Planning Manager Reagan Rothenberger provided a brief overview of item 8. The applicant came forward, questions were asked. Chairman Kubiak opened the public hearing and seeing no one close the public hearing. A motion was made to approve item 8 on our agenda ZA23-0007 subject to the staff report dated March 17, 2023, and also subject to our revised plat review summary number one dated March 17, 2023.
