FORUM SUMMARY:
Property Situation: Northeast corner of N. White Chapel Blvd. and E. Kirkwood Blvd.
Development Details:
• Proposing updates at Carillon Parc on approximately 42 acres located at northeast
corner of North White Chapel Boulevard and East Kirkwood Boulevard within Spin
Neighborhood number three.
• Interim concept plan that did not get approved because it was presented for the library
and performing arts for the city. City backed out of commitment due to financials and the
economy.
• Site Plan has been modified to accommodate a possible future library.
• Revision number one would allow developer to commence construction of five single
family homes on lots along Riviera. Approvals require all infrastructure to be in place and
be approved by the city before construction begins. Reason is to make sure all utilities
are in place.
• Opportunity with five builders to do a project with St. Jude to build five model homes.
• Revision number two would allow the developer flexibility to develop retail restaurant,
office, or private club if public library is not built within the development, leaving option
for library use.
• Revision number three would allow the developer the option to combine the two
buildings into one building allowing for potential underground parking.
• Revision number four would allow an optional detention/retention pond with fountain if
needed for storm drainage. Done only if right of way and access easement for the
drainage to go across the other track is not obtained. Builder will assume cost of
maintenance of the fountain.
• Revision number five would allow dedication of future valet and drop-off to be provided
in Phase 1A. Cost of roadway will be escrows within Phase 1.
• Entrance from the frontage road along Highway 114 is the only spot that entrance can
occur because of weaving requirements by TXDOT from the exit ramp of 114 down from
Whites Chapel. Working with TXDOT on a program where they are going to reverse the
ramps which would allow for two main entrances and exits on the frontage road. Asking
the city to approve if the state changes the ramps and reverses them.

Comment: It looks beautiful, and we are excited.
Question: What will happen with traffic on White Chapel? Is there going to be any expansion of
the road?
Answer: Expanding Whites Chapel to a four-lane divided with a median with all the turn lanes
that have been approved by the state will mirror what is South of SH114 coming all the way
through to Kirkwood.
Comment: I love the proposed changes.
Question: When do you think the dirt moving is going to be done and roads complete?
Answer: Late Fall.
