Review, discuss and make recommendations on proposed revisions for Carillon Parc located at the northeast intersection of E. SH 114 and N. White Chapel Boulevard and south of E. Kirkwood Boulevard. 6. Review, discuss and make recommendations for a proposed Sixty Vines restaurant to be located at 581 State Street in Southlake Town Square. 7. Review, discuss and make recommendations on a proposed office, warehouse, and distribution building complex at 2100 Mustang Court. 8. Adjournment. MEETING OVERVIEW: On August 7, 2023 the Southlake 2035 Corridor Planning Committee held their forty-fourth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. Southlake Corridor Planning Committee Item #5 – Carillon Parc Meeting #44 – August 7, 2023 Page 3 ITEM #5 DISCUSSION – Review, discuss and make recommendations on proposed revisions for Carillon Parc located at the northeast intersection of E. SH 114 and N. White Chapel Boulevard and south of E. Kirkwood Boulevard. Staff presentation: Reagan Rothenberger • Future Land Use – Mixed Use • Zoning – ECZ (Employment Center Zoning District) • Changes noted include but are not limited to: o Changes to the Zoning Booklet that show new imagery and revised language to encompass the changes to the Development Plan. o An increase in the total square footage of floor area in the project. o A reduction of the parkland dedication from 8-9 acres to 7-8 acres. o The removal of the “Wedding Chapel”. o Release of five lots upon completion of infrastructure in order to use the homes as model homes for the St. Jude Dream Home event. o Lofts proposed to be an average of 2,300 square feet when currently approved as a minimum of 2,300 square feet. • The breakdown of uses was approved as follows in 2021: o Retail and Restaurant: ~200,000 sq ft o Office: 375,350 sq ft o Lofts: 70,800 sq ft o Chapel: 6,000 sq ft o Total: 652,400 sq ft • The breakdown of uses proposed: o Retail and Restaurant: 375,720 sq ft o Office: 295,560 sq ft o Lofts: 365,700 sq ft o Total: 1,074,520 sq ft o Also included is a hotel of unknown size, proposed with 250 rooms. Questions for staff by the Committee: Shawn McCaskill: Big picture - does this open the zoning and developer agreements again? Reagan Rothenberger: As to the developer agreement, I cannot say. As to zoning change, yes it will require an amendment to the zoning booklet . Applicant Presentation: Frank Bliss • We moved from the Previous development plan to the Interim development plan to the Current development plan. Southlake Corridor Planning Committee Item #5 – Carillon Parc Meeting #44 – August 7, 2023 Page 4 Zoning Update has five areas: REVISION #1 “Allow the developer to commence construction of five (5) single family homes on lots along Riviera once infrastructure is sufficient to build those homes.” REVISION #2 “Allow the developer flexibility to develop retail restaurant, office or private club if Public Library is not built within the development, leaving option for library use (25,980 SF with 2 stories over parking garage).” REVISION #3 “The developer is requesting the option to combine the two buildings into one building (23,100 SF), allowing for potential underground parking.” REVISION #4 “Optional detention/retention pond with fountain if needed for storm drainage. If built, developer will assume cost of maintenance of the fountain.” REVISION #5 “ROW dedication of future valet and drop-off to be provided in Phase 1A. Cost of roadway will be escrowed within Phase 1.” Questions for Applicant by the Committee: Randy Robbins: With the retail pieces going vertical in April, you’ll need infrastructure completed by the. What is the infrastructure timeframe for the five dream homes? Applicant: Infrastructure done with the five homes by October, maybe November. Randy Robbins: Why are you not using the five lots that are separate and isolated from the rest of the residential area? Applicant: Those are separate owners and are not owned by the builders. Frances Scharli: On the information we received from the city, the lost loft square footage previously was 70,800 and it’s going to increase to 365,700? Applicant: I wasn’t quite sure what the numbers were, because current the minimum square footage is 2,300 and there’s 50 of them. So, it can’t be 300,000. Frances Scharli: So, the number of lofts is not going to increase? Applicant: The number of lofts is not increasing by 50. Randy Robbins: It says there is a minimum square footage of 2,300 for the lofts but you want to make that the average square footage? Applicant: That’s correct. We want to go average because the market is saying that some people want 3,500 square feet and some people want 1,800 square feet. So, we want an average of 2,300, still 50 units. Randy Robbins: I would still set a minimum square footage. Kathy Talley: Are you going to SPIN tomorrow? Applicant: Yes Southlake Corridor Planning Committee Item #5 – Carillon Parc Meeting #44 – August 7, 2023 Page 5 Kathy Talley: I need a grasp of what the changes are, with more detail and staff provided detail. I need to sort this out in terms of number of lofts, number of buildings, etc. Applicant: Nothing is changing with the number of condos. I don’t believe anything is changing with the heights of the office buildings. The five things I had were the biggest, but I will make sure we go back and do a side-by-side comparison of each type of use with square footage so you can see what the difference is. Amy Torres-Lepp: The numbers we just saw do not match up with what is presented. There’s some misinformation, I’m not sure. The ROW in the park makes sense to me. I’ll need to see more details and have city staff perspective, as well as incentive agreements. We have seen so many reiterations of this proposal, so I need clearer information about the updates. Applicant: The park and the easements were discussed with staff. We worked with staff because this would put the city in a bind if we didn’t make some of those changes and make the final plat difficult. Amy Torres-Lepp: Last thing, with the five homes in zone 1, do the five builders each own two, or picked out the ones it will be, or are they in a row or scattered throughout? Applicant: Inside that area, we just wanted to make sure we picked out five within that group because they have the same requirements in terms of the utilities in place already. The reason we changed it from being a specific five to five within that group is if we get out there and something is on the site at one of those lots and we didn’t get another one approved, we will have to go back through the process. We are still only doing five within that row. Each builder will build one home. Daniel Kubiak: Echo what you heard already. I also need to wrap my head around this. This presentation has helped put in place what is changing. The more you lay this out, the more helpful it’ll be. Like Councilmember Robbins said, if there are adjustments in size to the lofts, there should still be a minimum square footage. Frances Scharli: With the square footage, it does not tell me that it was 50 lofts, and it is still 50 lofts. The way it is presented right now, I can’t tell. Applicant: This is for 50 units; we are not asking for more and we are not changing it. Frances Scharli: If it’s changing somehow, get us those other numbers to help us. Applicant: I will, absolutely. I will set it out clearly with the approved square footages by use, the proposed square footage by use in an easy side by side comparison.
