WORK SESSION: 1. CALL TO ORDER Work Session was called to order by Mayor John Huffman at 5:30pm. 2. INVOCATION: CLAYTON REED Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of allegiance to the United States and Texas Flags. 3. FY 2024 PROPOSED BUDGET Chief Financial Officer Sharen Jackson provided an overview of the FY 2024 proposed budget. 4. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. CALL TO ORDER Regular Session was called to order by Mayor Huffman at 5:52pm. 2A. EXECUTIVE SESSION Mayor Huffman announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney; Section 551.072 deliberation regarding real property; and Section 551.087 deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 5:52pm. No formal executive session was held. 2B. RECONVENE Mayor Huffman reconvened the meeting at 6:39pm. 3. REPORTS: 3A. MAYOR’S REPORT 3B. CELEBRATE SOUTHLAKE UPDATE City Manager Shana Yelverton introduced Festivals and Economic Development and Tourism Event Coordinator Dylan Duque who provided a brief overview on plans for the upcoming Celebrate Southlake event and birthday party, scheduled for Saturday, September 9, at Rustin and Family Park. 3B2. MONTHLY FINANCIAL REPORT (WRITTEN) CONSENT AGENDA: All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Councilmember or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. 4. CONSENT: 4A. APPROVE MINUTES FROM THE AUGUST 1, 2023, REGULAR CITY COUNCIL MEETING. 4B. EXCUSE THE ABSENCE OF MAYOR JOHN HUFFMAN FROM THE AUGUST 1, 2023, REGULAR CITY COUNCIL MEETING. AUTHORIZE EXPENDITURES WITH DAVIDSON RECONSTRUCTION, INC. FOR WORK TO BE DONE ON THE BOB JONES NATURE BARN IN AN AMOUNT NOT TO EXCEED $165,000. 4E. EXCUSE THE ABSENCE OF THE PLANNING AND ZONING COMMISSION VICE-CHAIR MICHAEL FORMAN AND COMMISSIONER MICHAEL SPRINGER FROM THE REGULAR PLANNING AND ZONING COMMISSION MEETING HELD ON AUGUST 3, 2023. APPROVED Motion was made to approve Consent Items 4A-4E, as written, including moving Items 7B, 9A, 9B, and 9C from the Regular Agenda to the Consent Agenda, and noting the following: - Item 9A - Approve SV23-0012, Sign Variances for ULETE located at 2308 Dean Way (formerly addressed as 2311 Crooked Lane), Southlake, Texas, subject to Staff Report Dated August 8, 2023, and noting the following: o Sign A (West Elevation – Channel Letter Sign)  allowing 70.8 sq. ft. as proposed noting the max. sign Area: 66.78 sq. ft. permitted. o Allowing two panel signs, Signs B & C (West & East Elevations) where only one would be permitted and  allowing 144 sq. ft. as proposed noting maximum sign area permitted is 25 sq. ft.  allowing the white panel signs as proposed, noting that Sign Ordinance only permits neutral colors other than white. - Item 9B – Approve SV23-0013, Variance to the Gateway Plaza Phase I Master Sign Plan for Chair King Backyard Store located at 2951 E.
