Work Session was called to order by Mayor John Huffman at 5:30pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of
allegiance to the United States and Texas Flags.
3. FY 2024 PROPOSED BUDGET
Chief Financial Officer Sharen Jackson provided an overview of the FY 2024 proposed
budget.

1. CALL TO ORDER
Regular Session was called to order by Mayor Huffman at 5:52pm.
2A. EXECUTIVE SESSION
Mayor Huffman announced the City Council would go into Executive Session pursuant to
the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney; Section 551.072 deliberation regarding real property; and
Section 551.087 deliberation regarding economic development negotiations. City Council
adjourned for Executive Session at 5:52pm. No formal executive session was held.

Mayor Huffman reconvened the meeting at 6:39pm.

City Manager Shana Yelverton introduced Festivals and Economic Development and
Tourism Event Coordinator Dylan Duque who provided a brief overview on plans for the
upcoming Celebrate Southlake event and birthday party, scheduled for Saturday,
September 9, at Rustin and Family Park.

CONSENT AGENDA: All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no separate discussion of
items unless a Councilmember or citizen so requests, in which event the item will be

- Item 9A - Approve SV23-0012, Sign Variances for ULETE located at 2308 Dean Way
(formerly addressed as 2311 Crooked Lane), Southlake, Texas, subject to Staff
Report Dated August 8, 2023, and noting the following:
o Sign A (West Elevation – Channel Letter Sign)
allowing 70.8 sq. ft. as proposed noting the max. sign Area: 66.78 sq.
ft. permitted.
o Allowing two panel signs, Signs B & C (West & East Elevations) where only
one would be permitted and
allowing 144 sq. ft. as proposed noting maximum sign area permitted is
25 sq. ft.
allowing the white panel signs as proposed, noting that Sign Ordinance
only permits neutral colors other than white.
- Item 9B – Approve SV23-0013, Variance to the Gateway Plaza Phase I Master Sign
Plan for Chair King Backyard Store located at 2951 E. S.H. 114, Southlake, Texas,
subject to Staff Report dated August 8, 2023, and noting the following:
o Attached building sign to allow:
Maximum sign height of 73.38 inches, noting that a maximum height of
only 42 inches is permitted and
Maximum sign area of 138.71 sq ft., noting the maximum sign area
permitted is only 115.5 sq. ft. under the current master sign plan.
- Item 9C - MSP23-0002, Master Sign Plan for Charles Schwab located at 3000 Schwab
Lane (formerly addressed as 3000 TD Ameritrade Lane), Southlake, Texas, subject
to Staff Report dated August 8, 2023, and noting the following:
o Master Sign Plan replacing the TD Ameritrade signs with Charles Schwab as
proposed.

between E. Southlake Blvd., Carroll Ave., Prospect St., Federal Way, and Central Ave.,
subject to Staff Report dated August 8, 2023, and Specific Use Permit Review Summary
No. 3, dated July 28, 2023, and noting the following:
- Per the P&Z Commission recommendation, Council approved the Specific Use
Permit for 3-years, and authorized the administrative official approval thereafter in
consultation with the Police Department, Fire Department, Community Services
Department, and the Economic Development & Tourism Department, and any
other City department, if there are significant issues.

Drive., Southlake, Texas, subject to Staff Report dated August 8, 2023, and Site Plan
Review Summary No. 2, dated July 25, 2023, and noting the following:
- Variance to Landscape Ordinance 544-B, Section 6.1, requiring all lots greater
than 30,000 square feet to have the landscape plan prepared by a registered
