1. Call to order
Board President Martin Schelling called the meeting to order at 6:00 p.m.
2. Consider approving the minutes from the April 25, 2023 Community
Enhancement and Development Corporation meeting
A motion was made to approve the minutes from the April 25, 2023 meeting.

3. Economic Development
a. Review and provide feedback on the draft 2023 Business Climate Survey
framework

Economic Development Specialist Stephanie Bernard presented the draft 2023
Business Climate Survey including the following proposed alterations:
• Revaluating the City service -related questions
• Shifting the survey to biannual occurrence
• The use of volunteers for obtaining survey feedback
Mrs. Bernard asked the Board to review the survey questions and proposed
changes and to provide feedback on possible improvements to the survey.
b. Demo of the new business database software - BluDot
Economic Development Specialist Stephanie Bernard provided the Board a brief
demonstration of the new business database software and discussed the plan for
marketing the database to businesses and patrons.
4. Staff Reports
a. Financial Reports
L The Marq Southlake financial highlights and membership sales report
Chief Financial Officer & Board Treasurer Sharen Jackson provided
information about Champions Club membership trends and revenue. She
informed the Board that the Marq overall is currently exceeding the target
annual cost recovery just under 78%, with a budget anticipated target of just
under 60% for the year. She stated that the cost recovery target for the entire
center was anticipated to be 71 % and she is confident we will meet that by the
end of this fiscal year. Champions Club and Legends Hall both are above target
annual cost recovery for the year with Champions Club at almost 84% cost
recovery with a target of 67% and Legends Hall at just under 55% cost recovery
with a target of 33%. She noted Legends Hall currently has $345,000 of
deferred revenue on the books; $205,000 through the end of September (FY23)
and $105,000 on the books for FY24. Champions Club continues to see
increases in memberships, with 3,441 in the month of April. She noted average
membership revenue is $250,000/month where pre-covid it was
$186,000/month.
ii. Sales Tax Report
Chief Financial Officer & Board Treasurer Sharen Jackson presented the Board
with the most recent sales tax data. She stated most recent sales tax
collections for sales in the month of March 2023 are 7% below collections for
the month of March 2022, due to reduction in sales. She noted she still
anticipates CEDC projected budgeted collections to be met by the end of the
fiscal year.

i. Carillon Pare Public Investment Agreement update
Director of Economic Development and Tourism Daniel Cortez provided the
Board with an update on Carillon Pare Public Investment Agreement.
