Subject: Authorize Additional expenditures with Davidson
Reconstruction, Inc. for work to be done on the Bob Jones
Nature Center Barn in an amount not to exceed $165,000.
Action
Requested: Authorize Additional expenditures with Davidson Reconstruction,
Inc. for work to be done on the Bob Jones Nature Center Barn in an
amount not to exceed $165,000.
Background
Information: The City of Southlake contracts with a construction firm to complete
building and maintenance projects as needed. The City’s bidding
process is met through a TIPS / TAPS purchasing contract
#23010402, with Davidson Reconstruction, Inc. As part of this annual
contract, Davidson Reconstruction, Inc. has performed several
projects for us in the last several years. The following are the
authorizations with Davidson Reconstruction, Inc. for the past four
fiscal years:
• FY 2019, $475,358
• FY 2020, $230,275
• FY 2021, $136,739
• FY 2022, $227,959
As part of the FY 2022 CIP Budget, $600,000 was approved for
construction of the new Bob Jones Nature Center Barn project, from
the Park Dedication Fee Fund. The City has contracted with
Timberlyne Wood Solutions to manufacture and install a timber
frame barn at the Bob Jones Nature Center. City staff is requesting
$165,000 of the remaining available project budget for Davidson
Reconstruction, Inc. to assist with general contracting services.
These services include but are not limited to, rough-in plumbing,
roofing, doors, windows, hardware, and fixtures.
The total authorized expenditure with Davidson Reconstruction, Inc.
will be $266,228. This includes the previous FY23 authorization
approved with Davidson Reconstruction, Inc. in October 2022.

Financial
Considerations: The City’s purchasing policy for these construction services is met
through The Interlocal Purchasing System (TIPS) government
purchasing contract #23010402. TIPS is a purchasing cooperative of
the Texas Region 8 Education Service Center (ESC). Each awarded
vendor has met strict Competitive Bidding Process guidelines
established by the ESC 8 administration and the TIPS legal team.
Due to historical spending to maintain all city facilities, staff is
requesting authorization up to $266,228 for construction services in
FY 2023. This includes the previous FY23 authorization of $101,228
approved with Davidson Reconstruction, Inc. in October 2022.
Funding is available for the Barn project as part of the approved FY
2022 CIP Budget, from the Park Dedication Fee Fund. Expenditures
will not exceed budgeted funds.
