(KH) for Roadway Impact Fee updates in the amount not to exceed $51,000. Item 9B: Approve Engineering Services Agreement (ESA) with Kimley-Horn and Associates, Inc. (KH) for Wastewater Impact Fee updates in the amount not to exceed $42,500. Background Information: The purpose of items 9A-9C is to seek City Council approval of the ESA with KH to provide engineering services for Roadway, Water, and Wastewater impact fee updates. This agreement will review capital improvement projects for impact fee eligibility and provide update recommendations on roadway, water, and wastewater impact fees. The recommendation will develop and determine the required impact fee costs to fund the capital improvement plans for roadway, water, and wastewater. The Previous City impact fee update was performed by KH in 2015. In 2017 an amendment by KH was performed to incorporate additional projects. The previous efforts updated the impact fees for roadway, water, and wastewater that were based on eligible projects. This proposed agreement will look at updating required fees to support eligible CIP projects while incorporating newly identified projects that are eligible for Impact Fees. The agreement’s scope includes land use assumptions for the impact fee CIP, water impact fee study, wastewater impact fee study, roadway impact fee study, and public hearing implementation tools. The agreement will also have an optional scope of a project kickoff workshop. The need of the optional scope items will be determined as KH works towards the deliverables. This agreement will place the city in conformance with chapter 395 of the local government code on the required impact fee update. Financial Considerations: Staff is seeking authorization of expenditure of $51,000 in the Roadway Impact Fee, $42,500 in the Water impact Fee, and $42,500 in the Wastewater Impact Fee. Funding is available for all respective Impact Fee accounts. Strategic Link: The Roadway, Water and Wastewater Impact Fees Update links to the City’s strategy map relative to focus area of Infrastructure & Development. This is accomplished through Financial Objective F1: Safeguarding the public trust through a commitment to thoughtful planning and responsible, conservative financial management. Citizen Input/ Board Review: N/A Legal Review: This is a standard Engineering Services Agreement that has been previously reviewed by the City Attorney. Alternatives: The Council may approve the Engineering Services Agreement or deny it.
