Dear Mr. Ferrer,
Kimley-Horn and Associates, Inc. (the “ENGINEER”) is pleased to submit Attachment A of the Agreement
for Engineering Services to the City of Southlake (the “CITY”) for providing professional services associated
with the Citywide Intersection Study and Impact Fee Update. Our Scope of Services and Fee and Billing
are set forth below.
Project Understanding
We understand that the CITY is interested in updating the 2017 Citywide Intersection Analysis as well as
provide a technical analysis required by Chapter 395 of the Texas Local Government code to determine
the maximum assessable roadway, water and wastewater impact fee that may be assessed. The project
will be completed in two phases. Authorization 1 includes the review of 24 intersection operations and
project recommendations for improvements. Future Authorizations includes the update to the roadway,
water, and wastewater impact fees.
Scope of Services
Task 1 – Citywide Intersection Analysis (Authorization #1)
Task 1.1 Traffic Data Collection
The ENGINEER, using a subconsultant, will collect vehicle turning movement volumes (including heavy
vehicles and pedestrians) from 7-9 AM and 4-6 PM on a midweek day at the following intersections:

The ENGINEER, using a subconsultant, will also collect 24-hour hose counts on a midweek day at the
following locations:
· Carroll Avenue north of Continental Boulevard
· Shady Oaks Drive south of Highland Street
· Peytonville Avenue north of Woodbrook Lane
· Dove Road east of Peytonville Avenue
Task 1.2 – Intersection Traffic Analysis
The ENGINEER will perform the following as part of this task:
· Perform a site visit during the AM and PM peak periods to observe sight distance constraints,
intersection operations and geometry, excessive queuing (extending beyond turn bays or traffic not
serviced in one cycle), crosswalk locations, and the overall context of the study intersections for
Phase 1. The field observations are anticipated to occur after initial traffic analysis is completed
based on data collected.
· The ENGINEER will attend up to two meetings with representatives from the CITY to discuss
current issues, constraints, and initial recommendations.
· Review the volume data and input into the intersections listed in Task 1.1 using synchro software
or Sidra.
· Obtain existing traffic signal timing plans based on controller setting sheets (provided by the CITY
and/or TxDOT).
· Build an AM peak hour and PM peak Synchro network for the study intersections listed in Task 1.1.
· Evaluate the existing intersection operations during the AM and PM peak hour using existing traffic
volumes.
· Perform traffic forecasting of the following areas: Kirkwood at White Chapel/Dove at SH 114 and
Brumlow Avenue south of Continental Blvd based on available growth and build out information
from the CITY. Intersections within the red boxes on the exhibit will be grown based on the
information provided by the CITY. All other intersections will be grown based on the following bullet
point.
· Evaluate the intersections for an AM and PM 10-year horizon year with a yearly growth rate using
Synchro network at the study intersections listed in Task 1.1.
· Prepare AM peak hour, PM peak hour, and 4-hour traffic signal warrant at five (5) unsignalized
intersections (Dove Rd at Kimball Ave, Carroll Ave at Highland St, Kirkwood Blvd at Kimball Ave,
White Chapel Blvd at Unity Way and Kimball Ave at Village Center Dr).
· Review other studies that have been recently performed for proposed intersection improvements.
· Review parcel data to approximate ROW at intersections to understand ROW implications.
The ENGINEER will provide a list of recommendations for the intersections listed in Task 1.1 that could
include the following:
· Intersection traffic signal retiming (not full signal timing plans);
· Improved phasing (e.g. lead/lag traffic signal phasing optimization);
· Traffic signalization for unsignalized intersections;
· Re-allocation of existing approach lanes to better serve intersection traffic volumes;
· Roadway network modifications, such as realignments or new connections to relieve traffic;
· Intersection geometric improvements, such as turn lanes; and
· Intersection pedestrian and bicycle enhancements.

Task 1.3 – Report
The findings from Tasks 1.1 and 1.2 will be documented in a draft technical report and presented to the
CITY for review. The report will document the observed traffic conditions with recommendations.
Recommendations will be prioritized for short-term (0-5 years), mid-term (6-10 years), and long-term (10+
years) improvements. Planning level costs will be provided for the recommendations.
Recommendations from previous intersection studies will be incorporated into the report. The following
intersections will be included:
· Carroll Avenue at Highland Street
· Continental Boulevard at Byron Nelson
· Shady Oaks Drive at Highland Street
Two rounds of comments from the CITY will be incorporated into the report and the final technical report
will be prepared and submitted to the CITY.
1.4 Meetings
The ENGINEER will attend up to three meetings with representatives from the CITY to discuss current
issues, constraints, and recommendations; also up to one City Council presentation is included. Additional
meetings can be provided as an additional service.
Information to Be Provided By the CITY for Task 1
At the outset of the project, the CITY shall provide the following to the ENGINEER, if available:
· As-built plans for the intersections;
· Traffic signal constructions plans;
· Traffic signal controller settings (from TxDOT and City);
· Available traffic data and analyses;
· Known short-term developments (site plans, intensities, access locations) in the vicinity of the study
area intersections;
· Crash reports for the past three years in the vicinity of the study area intersections; and
· Available information on special events in the vicinity, such as Dragon Stadium.
Task 2 – City of Southlake Impact Fee Update
Task 2.1 – Land Use Assumptions for the Impact Fee CIP
Fee for Task 2.1 is built into the fees for Tasks 2.2, 2.3, and 2.4.
The ENGINEER will perform the following tasks as part of Land Use Assumptions in conformance with
Chapter 395 of the Local Government Code:
· Data Collection
o Deliver a letter to the CITY describing data that should be provided to the ENGINEER
· Service Area Boundaries
o Meet with the CITY to review two service areas for roadway and one service area each
for water and wastewater, as well as determine the roadway, water, and wastewater
impact fee credits in conformance with Chapter 395 of the Local Government Code.
o Revise roadway, water, and wastewater service areas (if necessary) and submit new
boundaries to the CITY
· Existing Land Use Assumptions

o Prepare existing land use information (population and employment projections) in a
format suitable for use in the impact fee update, based on information provided by the
CITY. Present information in tabular form by NCTCOG Traffic Survey Zone (TSZ) and by
services areas as defined by service area boundaries. The existing land use assumptions
will be completed by TSZ for the year 2020.
· Build-out Land Use Assumptions
o Develop the CITY’s build-out demographics in terms of population and number of
employees by employee type (basic, service, and retail). The development of these
demographics will be an iterative process between the ENGINEER and CITY staff
o Up to two (2) meetings will be held with the CITY for this task
§ First meeting will be to review anticipated densities of development throughout
the CITY
§ Second meeting will be to review demographics developed by the ENGINEER
o For undeveloped areas within the existing CITY limits, information from the CITY’s
current zoning ordinance combined with input from CITY staff will be used to determined
appropriate densities
· Ten-Year Land Use Assumptions
o Develop ten-year land use assumptions for the 2021-2031 planning window, based upon
guidance from CITY staff
o Conduct one (1) meeting with the CITY to receive CITY’s projections for expected growth
rates for land within each service area
· Land Use Assumptions Report
o Provide a Draft and Final Land Use Assumptions Report which will include:
§ Water service area
§ Wastewater service area
§ Roadway service areas
§ Historical population data
§ Existing land use, population, and employment data
§ 10-year land use, population, and employment data
§ Exhibits
· Deliverables
o Data collection request letter
o Electronic (.pdf) copy of the Draft and Final Land Use Assumptions report
o GIS shapefiles, associated databases, and layer files used in the development of the
Land Use Assumptions in ESRI ArcGIS format, and projected in NAD 83 State Plane,

o Up to ten (10) hard copies of the Final Land Use Assumptions report
Task 2.2 – Water Impact Fee Study
The ENGINEER will prepare the water impact fee study in conformance with Chapter 395 of the Local
Government Code and shall include:
· Data Collection: ENGINEER will prepare and present a letter request to the CITY describing
water data that should be provided to the ENGINEER. The data collection is as follows:
o Water CCN boundary

o Water usage history - Annual water usage and maximum day usage records for the past
ten (10) years for verification of current demand by service unit and development of the
service unit projection.
o Water meter data – List of current water meter accounts by meter size.
· Infrastructure Capacity Criteria. The ENGINEER will coordinate with the CITY to obtain the
criterion for determining the ten (10) year capacity of the following infrastructure:
o Existing Transmission Lines built within the last 5 years
o Future Transmission Lines (12-inch and larger)
o Existing and Future Elevated Storage Tanks
o Existing and Future Ground Storage Tanks
o Existing and Future Pump Stations
· Water Impact Fee Capital Improvements Plan. The ENGINEER will coordinate with the CITY to
develop the Water Impact Fee Capital Improvements Plan. It will include the following
infrastructure:
o Existing Transmission Lines built within the last 5 years
o Future Transmission Lines (12-inch and larger)
o Existing and Future Elevated Storage Tanks
o Existing and Future Ground Storage Tanks
o Existing and Future Pump Stations
· Maximum Assessable Water Impact Fee Calculation. The ENGINEER will calculate the
additional service units based on the Land Use Assumptions. The ENGINEER will then calculate
the Impact Fee per service unit, unit equivalents by meter size and the Maximum Assessable
Water Impact Fee table by meter size. If the financial analysis is not performed, the ENGINEER
will use 50% of the Impact Fee CIP as the credit calculation.
· Water Impact Fee Study Report. The ENGINEER will provide both a draft and final Water Impact
Fee Study Report. The report will include:
o Water service area
o Narrative of the impact fee methodology
o Impact fee calculations
o Water Impact Fee CIP
o Exhibits
· Prepare for and attend two (2) meetings:
o Meeting with staff to review the Water Impact Fee Capital Improvements Plan
o Meeting with staff to review Maximum Assessable Water Impact Fees
· Deliverables
o Data collection request letter
o Electronic (.pdf) copy of the Draft and Final Water Impact Fee Report
o GIS shapefiles, associated databases, and layer files used in the development of the

Task 2.3 – Wastewater Impact Fee Study
The ENGINEER will prepare the wastewater impact fee study in conformance with Chapter 395 of the
Local Government Code and shall include:
· Data Collection. ENGINEER will prepare and present a letter request to the CITY describing
wastewater data that should be provided to the ENGINEER. The data collection is as follows:
o Wastewater CCN boundary
o Wastewater discharge history – Annual wastewater discharge records for the past ten (10)
years for verification of current demand by service unit and development of the service unit
projection.

Task 2.4 – Roadway Impact Fee Study
The ENGINEER will perform the following tasks as part of Roadway Impact Fee Update in conformance
with Chapter 395 of the Local Government Code:
· Data Collection
o Deliver a letter to the CITY describing data that should be provided to the ENGINEER
· 10-Year Growth Projections and Capacity Analysis
o Utilize the service area boundaries established as part of Task 2.1, and in consultation with
CITY staff to determine land use categories to create a land use vehicle-mile equivalency
table
o Identify service units for new development and average trip length using the most recent
Edition of the Institute of Transportation Engineer’s (ITE) Trip Generation Manual, and
develop updated trip generation and pass-by trip rates
o Perform an analysis of existing conditions including a determination of roadway capacities,
volumes, vehicle-miles of supply, vehicle-miles of demand, existing excess capacity, and
existing deficiencies
o Project traffic conditions for the 10-year planning period including growth and new demand

by service area, to determine capacity available for new growth
· Roadway Impact Fee Capital Improvements Plan
o Assist the CITY to develop a Roadway Impact Fee Capital Improvements Plan including:
§ Providing cost projections for anticipated projects to be included in the study, which
will be planning level for future projects and based on previous experience with
Roadway construction costs
§ Existing oversized facilities
§ Proposed facilities designed to serve future development
o Identify the portion of project improvements required to serve existing demand, and the
portion of project improvements required to serve new development within the 10-year
planning period
· Maximum Assessable Roadway Impact Fee Calculation
o Utilize newly developed 10-year growth projections, roadway impact fee capital
improvements plan, and capacity for new growth to determine the cost of roadway
improvements by service area, the maximum cost per service unit, and the resulting
maximum assessable roadway impact fees by service area
o If the financial analysis is not performed, the ENGINEER will use 50% of the Impact Fee
CIP as the credit calculation
· Roadway Impact Fee Update Report including:

Task 2.5 – Public Hearings, Approval, and Implementation Tools
Fee for Task 2.5 is built into the fees for Tasks 2.2, 2.3, and 2.4.
·Public Hearings and Approval. It is anticipated that a representative from the ENGINEER will
prepare for and attend up to five (5) meetings during the public hearing and approval process.
These anticipated meetings are as follows:
o One (1) stakeholder, SPIN, Capital Improvements Advisory Committee (CIAC), City
Council, or other committee meetings;
o One (1) CIAC/Council workshop to present fundamentals of Impact Fees, a summary
of the Impact Fee methodology, Land Use Assumptions, and the CIP and Maximum
Assessable Impact Fees;
o One (1) CIAC public hearings to present the Land Use Assumptions, CIP, and
Maximum Assessable Impact Fees;
o One (1) City Council public hearings to present the Impact Fee, including the Land Use
Assumptions, Impact Fee CIP and Maximum Assessable Impact Fees; and
o One (1) City Council meeting where it adopts the ordinance and establishes the actual
Impact Fees.

·Implementation Tasks.
o Upon final approval of the Impact Fee Study and new ordinance by the City Council,
the ENGINEER will provide five (5) copies of the Final Impact Fee Study Report,
including Land Use Assumptions, Roadway, Water, and Wastewater, and Financial
Analysis components the Impact Fee Study, along with an electronic (.pdf) copy of the
Final Impact Fee Study Report.
o At the request of the CITY, the ENGINEER will review the proposed Impact Fee
Ordinance as prepared by the City Attorney. It is anticipated the City Attorney will
require exhibits from the Roadway, Water, and Wastewater Impact Fee Report to be
included in the ordinance.
o Kimley-Horn will create a Roadway, Water, and Wastewater Impact Fee estimator
spreadsheet tool to assist in calculating a development’s impact fees based on the
impact fee rates.
Information to Be Provided By the CITY for Task 2
· The master plan information used in the analysis shall be provided by the CITY. We shall be entitled
to rely on the completeness and accuracy of all information provided by the CITY.
· The CITY shall provide all available information requested by the ENGINEER during the project.
Task 3 – Additional Traffic Data Collection (Optional Task)
The ENGINEER, using a subconsultant, will collect ten (10) additional 24-hour hose counts on a midweek
day at locations provided by the CITY.
Task 4 – Project Kickoff Workshop (Optional Task)
Task 4.1 – Water Impact Fee Project Kickoff Workshop
The ENGINEER will perform the following tasks as part of Water Impact Fee Project Kickoff Workshop:
o Prepare for and attend project kickoff workshop with CITY staff
o Present Impact Fee Fundamentals and facilitate discussion
o Facilitate Impact Fee policy discussion and document policies and guidelines applicable
to this Impact Fee Update
Task 4.2 – Wastewater Impact Fee Project Kickoff Workshop
The ENGINEER will perform the following tasks as part of Wastewater Impact Fee Project Kickoff
Workshop:
o Prepare for and attend project kickoff workshop with CITY staff
o Present Impact Fee Fundamentals and facilitate discussion
o Facilitate Impact Fee policy discussion and document policies and guidelines applicable
to this Impact Fee Update
Task 4.3 – Roadway Impact Fee Project Kickoff Workshop
The ENGINEER will perform the following tasks as part of Roadway Impact Fee Project Kickoff

Additional Services
Any services not specifically identified in the Scope of Services shall be considered Additional Services.
These may be performed on an individual basis upon written authorization by the CITY at our then current
hourly rates under the existing Agreement if budget allows.
Additional Services include, but are not limited to, the following:
·Additional meetings;
·Financial analysis and impact fee credit determination;
·Additional assistance in developing the land use assumptions outside of that described in this
agreement;
·Preparation for and attendance at additional public meetings not specifically identified in the
Scope of Services;
·Furnishing of additional copies of the review documents in excess of the numbers identified in the
Scope of Services;
·Re-analysis or re-calculation to reflect Project scope changes or policy changes requested by the
City, addressing changes in direction previously approved by the City, or mandated changes in
government laws;
·Access management review/study;
·Traffic impact analysis for proposed developments;
·Coordination with TxDOT;
·8-hour traffic signal warrant analyses;
·Topographic survey, ROW research, or utility research;
·Design of any recommended improvements;
·ADA assessment of study area roadways and sidewalks;
·Additional data collection or traffic analysis periods, such as weekend;
·Travel demand modeling for future conditions forecasting;
·Traffic signal timing plans (intersections or corridors);
·Master Thoroughfare Plan (MTP) updates;
·VISSIM simulation analysis;
·Any item not specifically mentioned in our Scope of Services.
Schedule
The ENGINEER will provide its services as expeditiously as practical to meet a mutually agreed upon
schedule.

We understand the CITY wishes to authorize the ENGINEER using separate written Notice to Proceeds
(NTP). Only specific tasks authorized by the CITY will be performed by the ENGINEER. Lump Sum fees
will be invoiced monthly based upon percentage of services performed as of the invoice date. Payment will
be due within thirty (30) days of your receipt of the invoice.
