MEMBERS PRESENT: Chair Randy Williamson, Vice Chair Amy Torres-Lepp, and members
Ronell Smith, Shawn McCaskill, Randy Robbins, Kathy Talley, Cameron Bryan, and David
Johnson.
MEMBER ABSENT: John Huffman
STAFF PRESENT: Chief Financial Officer Sharen Jackson, Director of Economic Development
& Tourism Daniel Cortez, and City Secretary Amy Shelley.
1. CALL TO ORDER
The meeting was called to order by Chair Randy Williamson at 5:06pm.
2. CONSIDERATION: APPROVAL OF THE MINUTES FROM THE FEBRUARY 2, 2023,TAX
INCREMENT REINVESTMENT ZONE NUMBER ONE BOARD OF DIRECTORS
MEETING.
A motion was made to approve the minutes from the February 2, 2023, Tax Increment
Reinvestment Zone Number One Board of Directors meeting.

3. DISCUSSION: PROPOSED FISCAL YEAR 2024 TAX INCREMENT REINVESTMENT
ZONE NUMBER ONE BUDGET OVERVIEW AND REVISED BUDGET FIGURES FOR
FISCAL YEAR 2023.
Chief Financial Officer Sharen Jackson provided an overview of the proposed Fiscal Year 2024
Tax Increment Reinvestment Zone Number One Budget and revised budget figures for Fiscal
Year 2023.
No action was necessary on this item.
4. DISCUSSION: TAX INCREMENT REINVESTMENT ZONE NUMBER ONE PROJECT
STATUS UPDATE.
Chief Financial Officer Sharen Jackson presented Item 4 and answered questions from the Board.
Frank Bliss with Cooper & Company and David Ayer of Kite Realty also provided updates.
