Item 9D - MemoCase No. SV23-0010 S T A F F R E P O R T June 13, 2023 CASE NO: SV23-0010 PROJECT: Sign Variance for HTeaO EXECUTIVE SUMMARY: Titan Signs, on behalf of HTeaO, is requesting approval of variances to Sign Ordinance No. 704, as amended, for attached building signs, a monument sign with marquee, directional signs, and menu board sign for HTeaO located at 190 Davis Blvd. DETAILS: Titan Signs is requesting variances for: • North Elevation attached building sign (A.1) o Original request: logo height, logo area, letter height, sign area, and depth of non-lit letters (tagline only). o Option 2: logo height, logo area, letter height, sign area, and depth of non-lit letters (tagline only). • South Elevation attached building sign (A.2): logo height, logo area, sign width, and depth of non-lit letters (tagline only). (No alternative provided) • Monument sign (B.1) o Original request: address location, address illumination, monument height, 6” masonry framed, sign face area, marquee sign. o Option 2: no variances required • Menu Board sign (C.1): 6” masonry framed, additional signage attached, external illumination. (No alternative provided) • Directional signs (D.1, D.2, D.3, D.4): o Original request: sign type, four signs, 6” masonry framed, sign height, sign structure area. o Option 2: sign type, four signs, 6” masonry framed, sign structure area. During the Sign Board meeting on June 8, 2023, the Sign Board recommended approval of all requested variances. However, the Board also recommended that the applicant provide alternatives for City Council’s consideration for the north and south elevation (recommended reduction in size by 20%) as well as alternatives for the monument sign and directional signs that comply with the Sign Ordinance. The applicant has provided alternatives for the north elevation attached building sign, monument sign, and directional signs which have differing variance requests. The Site Plan was approved on November 30, 2021. The building permit was issued on March 28, 2023. The sign variance requests were applied for on May 2, 2023. SIGN BOARD: June 8, 2023; Approved (6-0) granting the variances requested, in particular noting with respect to signs A1 and A2 that although we’re recommending approval as presented, the applicant is willing to evaluate the option to reduce the size by plus or minus 20% before going to Council. With respect to the monument sign B1, although recommending approval there, we want to encourage the applicant to bring an option to council that complies with the ordinance fully. And in particular, note that the marquee sign needs to be removed and the masonry needs to go all the way around the sign. With respect to the menu board recommending approval on that and also with respect to the directional signs recommending approval but also asking the applicant to bring an option with the ordinance be complied to as well. CITY COUNCIL: STAFF COMMENTS: City Council approval of the request does not eliminate the requirement for a sign application submittal prior to sign installation.
