Item 6A - MemoCase No. ZA23-0016 S T A F F R E P O R T June 13, 2023 CASE NO: ZA23-0016 PROJECT: Site Plan for SiteOne Landscape Supply EXECUTIVE SUMMARY: Contineo Group, on behalf of SiteOne Landscape Supply, is requesting approval of a Site Plan for SiteOne Landscape Supply, an 8,500 square foot one story building on property being described as Lots 2AR & 2BR, Brumlow Industrial District, an addition to the City of Southlake, Tarrant County, Texas located at 1635 Brumlow Avenue, Southlake Texas. Current Zoning: "I-1" Light Industrial District. SPIN Neighborhood #8. DETAILS: The property is located on the east side of Brumlow Avenue, approximately 1,400 feet north of the intersection with Ira E Woods Avenue (HWY 26). The applicant is proposing the development of an 8,500 square foot one story landscape supply building. The proposed development is on a roughly 1-acre portion of the overall 3.8 acre site. The new structure will access Brumlow Ave. through a private access easement on an adjacent property at 1675 Brumlow Ave. The site will have a combination of a building and outdoor storage related to the primary landscaping company. SiteOne sells landscape products primarily for contractors or professionals at wholesale. Most sales occur online, however a minor portion of the floor area (5%) will be used for retail purposes and on-site sales and transactions for both contractors and incidental visits from the public. Parking is calculated for primarily warehouse uses, although additional parking was provided for those visiting the site. Two loading spaces at the rear of the property count toward the overall 14 required spaces. At their June 8, 2023 meeting, the Planning and Zoning Commission recommended approval (6-0) subject to Staff Report dated June 2, 2023 and Plan Review Summary No. 3, dated May 23, 2023, approving the two variances requested, and recommending that the applicant meet with staff to discuss the best method of providing a sidewalk for the site. Since the Planning and Zoning Commission meeting, the applicant has expressed a preference to escrow funds for a future sidewalk on the site, rather than construct one at this time given the shape of the lot, and the lack of adjoining pathways on the east side of Brumlow Ave. Variances Requested: Case No. ZA23-0016 • The applicant is requesting a variance to the Ordinance No. 480, as amended, Section 42.4(c), requiring that bufferyards be provided for the whole site in conjunction with construction of a new building that exceeds 5,000 square feet. The applicant requests to only provide bufferyards along the portion of the site being developed at this time as shown on the Landscape Plan. • The applicant is requesting a variance to the Driveway Ordinance No. 634, as amended, Section 5.1, requiring centerline spacing of driveways along an Arterial roadway to be 250’. The applicant proposes using two existing driveways currently spaced at approximately 55’. LAND USE CATEGORY: Mixed Use CURRENT ZONING: “I1” Light Industrial District HISTORY: City Council placed the “I-1” zoning of the property with adoption of the Comprehensive Zoning Ordinance No. 480 on September 19, 1989. A Final Plat was approved by City Council for Lot 2, Brumlow Industrial District on May 11, 1979. An Amended Plat for Lots 2AR and 2BR (ZA20-0035) was approved by City Council on July 21, 2020. SOUTHLAKE 2035 Pathways Master Plan: A minimum 5’ sidewalk will be required along Brumlow Avenue. TREE PRESERVATION: Two poor quality trees in ill health on the site are proposed to be removed. TRANSPORTATION ASSESSMENT: Area Road Network and Conditions The proposed site will have one driveway access point directly onto Brumlow Avenue. Brumlow Avenue is a divided 94’ 4-lane Arterial roadway. UTILITIES: Water The site is served by an existing 8-inch water line in Brumlow Avenue. Sewer This site is proposed to be served by a sanitary sewer line upon completion of the City of Southlake Municipal Service Center. CITIZEN INPUT: This item has not participated in a SPIN or Corridor Planning Committee meeting. They are a Black Willow and Cottonwood tree. The other trees around the perimeter of the property are located outside the existing fence and on the adjoining properties. LANDSCAPE COMMENTS: 1. Provide all required bufferyards in compliance with Section 42 – Bufferyards within the Zoning Ordinance. Bufferyards and associated plant material are required adjacent to all property boundary lines of a developing property. This includes adjacent to the west developed property and along all property boundary lines of the remaining undeveloped portion of the property to the north. All required buffereyards are 5’ – A type bufferyards except adjacent to Brumlow Ave. is a 10’ – D type bufferyard. 2. Provide the required interior landscape area and associated landscaping as required by the Landscape Ordinance 544-B. The interior landscape area and landscaping is separate from the required bufferyards landscaping. The required interior landscape area for a I1 zoned property with a building under 10,000 square feet is based on 20% of the building floor area (1,700sq.ft.). If the riser is further than 100 feet from the main, the double check valve shall be in a vault. Riser rooms shall be a minimum of 5’X5’ if the double check is located in a vault, or a minimum of 6’X6’ if it is located on the riser. (Label riser room locations to determine termination point of riser piping, and indicate size of the riser rooms) The Fire Department Connection for the sprinkler system must be within 100 feet of a fire hydrant, and within 50 feet of fire department fire lanes on the property. (FDC location not indicated on the plans) Add FDC location, wall mount or remote connection to meet the distance requirements or add a fire hydrant. (Also, the FDC buildings must be within 50 feet of fire lane access) FIRE LANE COMMENTS: Fire apparatus access needs to be an all-weather surface, asphalt or concrete, 24 feet wide and able to support the imposed loads of fire apparatus. A separate building permit is required prior to construction of any signs. * All mechanical equipment must be screened of view from right-of-ways and residential properties in accordance with the Zoning Ordinance No. 480, as amended. * All lighting must comply with the Lighting Ordinance No. 693, as amended. * All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment Control Ordinance No. 946, as amended. * The Masonry Ord. House Bill 2439 of the 86th Texas Legislature pre-empts the enforcement of this requirement. * In addition to the City of Southlake impact fees, please be aware that through the wholesale water customer contract with the City of Fort Worth, all new water connections are required to pay the City of Fort Worth impact fee. The City of Fort Worth impact fee assessment is based on the final plat recordation date and building permit issuance. The applicant is encouraged to review the City of Fort Worth's assessment and collection of Impact Fees Guide to determine the fee amount. * An On-Site Sanitary Sewer system may be necessary for this building, as access to sewer is not readily apparent. Such a system is subject to approval by Tarrant County Health.
