Subject: Approve an engineering services agreement with Freese and
Nichols, Inc. (FNI) to provide engineering services for the T.W.
King Pump Station #2 Phase I Buildout in an amount not to
exceed $650,000.
Action
Requested: Approve an engineering services agreement with Freese and
Nichols, Inc. (FNI) to provide engineering services for the T.W. King
Pump Station #2 Phase I Buildout in an amount not to exceed
$650,000.
Background
Information: In FY 2022, the City engaged Kimley-Horn to develop a plan for the
ultimate buildout of the T.W. King Pump Station #2, resulting in the
development of a three-phase approach for site improvements that
are designed to meet customer needs for water quality, system
resiliency, site security and regulatory compliance. Phase I of these
improvements focus on items identified in the City’s Water Master
Plan components, namely the 2017 Water Quality Evaluation, 2021
Risk and Resiliency Assessment (AWIA) and the 2022 Texas Senate
Bill 3 (SB3) Emergency Preparedness Plan.
This agreement will include detailed design services for the fiber
optic line extension and wastewater line, and provide site evaluation
and preliminary design services for the full buildout of the T.W. King
Pump Station #2 site which will then be utilized to finalize the Phase
I design. Staff is requesting authorization for a total of $650,000
which includes a $55,929 contingency for any additional services
that may be needed due to unforeseen conditions.
Financial
Considerations: Funding for this agreement is budgeted as part of the approved
Capital Improvement Program. This agreement is within the project
budget.
