(Halff) for construction management, inspection and materials testing services for the North White Chapel Boulevard – Kirkwood Branch Roadway, Bridge, Sidewalk and Water Line Improvements project in an amount not to exceed $650,000. Action Requested: Approve an engineering services agreement with Halff Associates, Inc. (Halff) for construction management, inspection and materials testing services for the North White Chapel Boulevard – Kirkwood Branch Roadway, Bridge, Sidewalk and Water Line Improvements project in an amount not to exceed $650,000. Background Information: The North White Chapel culvert crossing at Kirkwood Branch was damaged by a significant flood event in September 2018. The road was closed until a repair project was completed in early 2019 with the understanding that a more robust project would be undertaken at some point and time in the future. Council approved an Engineering Services Agreement with Half in January 2021 to design elevated crossings of Kirkwood Branch and South Kirkwood Branch. The two creek crossings are identified as Critical Drainage structures #2 and #3 of the 2030 Stormwater Master Plan. Due to the nature of this project, full time construction management, inspection and on call testing services will be required to ensure proper construction of the bridge, paving, and retaining wall structures. This work will require up to two construction inspectors during concurrent work to minimize overall construction schedule. This agreement includes these necessary services and will help augment City inspectors, allowing them to continue inspections on other Capital Improvement and Private Development projects. This agreement will run concurrently with the construction contract. Solicitation of bids for construction of this project began on April 24, 2023, and competitive sealed proposals were received and opened on May 19, 2023. Construction is anticipated to begin Summer Item 4E Page 2 of 2 2023 with projected completion anticipated end of 2024, weather permitting. The public should anticipate detours due to the complete closure at the crossing during construction of this project. Staff is requesting authorization for a total of $650,000 which includes a $92,126 contingency for any additional services that may be needed due to unforeseen conditions. Financial Considerations: Funding for this agreement is budgeted as part of the approved Capital Improvement Program. This agreement is within the project budget. Legal Review: The proposed agreement is a standard agreement that the City Attorney has reviewed and approved. Alternatives: The City Council may approve or deny the agreement.
